FCI SCAM: 5 rice loaded trucks never reached Baramulla
10/21/2016 11:35:49 PM
Early Times Report

Srinagar , Oct 21 : Five trucks loaded with rice, which were to be unloaded at FCI godown, Baramulla PEG, never reached their destination. Now the question is where were these trucks -- PB32P/2971, PB32P/8871, PB32P/5171, PB32P/3971 and PB32P/4271 -- unloaded?
"As per the photocopy of challans received from district office, Jalandhar, the date of unloading may be read as 15/17 January, 2016. The committee has checked the receipt register and master ledger of PEG Baramulla of those particular dates. It was found that on January 15, 2016, only seven trucks were unloaded at PEG Baramulla, out of which two had been received from district office, Jammu, five from district office, Gurdaspur, on January 17, 2016, but not even a single truck was unloaded at PEG Baramulla," read official documents.
"The challans, which sources say are forged, bear the sign of the authorties concerned, showing that trucks have been unloaded at PEG Baramulla, but the committee report has found that not even a single truck has been unloaded," the documents alleged.
According to the committee report, for the last three months, inspection teams had found huge variation in weight and sub-standard quality of rice at PEG godowns in Baramulla and Budgam. The committee also checked the receipt register from December 30, 2015 to March 12, 2016 and no information as desired by letter No FCI/SGR/ Acctts/ Part1/ of May 18, 2016 matched with the available record. "No, doubt the same trucks have entered the premises of PEG Baramulla, but with different challan numbers and quantity," sources claimed. The committee, however, could not check the weigh bridge register and inward/outward register as it had been seized by SDPO, Sopore, under proper acknowledgement, sources said. The inspection claims that many challan numbers seemed to be 'fictitious' with duplicate stamps and wrong register Nos from Lower Munda toll post. The FCI report had been submitted to the higher authorities but no action was taken as yet, sources said.
Majid Ahmad, former in-charge Area Manager of Baramulla PEG, during whose tenure the irregularity was alleged to have taken place, said since he had been transferred from there, he didn't know the present status of the issue.
Incharge manager of PEG Baramulla, Hilal Ahmed said he had no information about it. "The former manager knows all about it," he said.
