Officials refuse to acknowledge receipts
PSGA turns into a 'Public Disservice Guarantee Act'

Jammu, Oct 28: Public Service Guarantee Act was designed to avoid red-tapism and provide hassle free service to the public within the stipulated time period, but many government departments fail to implement it in letter and spirit due to rampant corruption still plaguing the functioning of government.
Sources told Early Times that the basic objective of any Act cannot be achieved unless it is fully implemented at the grass root level and the history is testimony to the fact that because of this reason most of Acts framed by the government have remained confined to the file. Similar treatment seems to have been meted out to Public Service Guarantee Act with majority of people even do not know about this Act, they added.
"According to Rule 4, the Designated Officer or any official authorized of the department is required to give an acknowledgement to the applicant in the prescribed form (Form-1) and in case the necessary documents have not been annexed with the application, the same are to be mentioned in the acknowledgement without recording the stipulated time limit.
In case, all the necessary documents are annexed with the application and the application is complete in all respects then the stipulated time limit is necessarily to be recorded in the acknowledgement," they informed.
They further informed that the system of issuing acknowle-dgements to the applicants was not in place in most of designated officers and not complying with the provisions of the Act/ Rules.
Astonishingly, the Regional Transport Office Jammu is not issuing acknowledgements receipts to the applicants giving an argument of heavy rush of applicants and scarcity of staff. Likewise, in many cases acknowl-edgements were not issued to applicants as Building Permission cases for no objection certificate (NOC) were received online from various departments and not directly from applicants, they added.
