| 'Insurance companies reluctant to cover students' | | | | Early Times Reporter
Jammu | Dec 9: Chief Minister Ghulam Nabi Azad's announcement on the eve of Children's Day to offer insurance cover to the school going students has been endorsed by a Parliamentary Panel which has strongly suggested such measures to maintain retention in the government schools.
Noting that the insurance companies were reluctant to the proposal, the Parliamentary Standing Committee on HRD said the State Government would have to take a "leading as well as active role" for the purpose.
If implemented, the proposal could prove to be an effective tool for enhancing retention and enrollment, particularly in those schools which were located in the militancy-infested area... | |

An army Tank turned turtle, during a training exercise, resulting in the on the spot death of its driver at Vijaypur, about 30 kilometers from here, last evening.
Sources said that the Tank (T-72) turned turtle during a training exercise at an army training field, last evening. Driver of the Tank, identified as Parkash Dandhe resident of Amravatty, Mahrashtra died on the spot. He was from 49 Armed Regiment, they added.

Stage is set for Assembly bye-election to the 87-Haveli constituency in Poonch district. The polling is scheduled for December 12 while as counting will take place on December 15, 2007.
As many as 96,461 voters are eligible to exercise their right of voting. Of them 49,551 are male whileas female voters are 46,910.
As many as 135 polling stations have been set up in the constituency where polling will take place. Of these, 42 stations have been declared sensitive and 28 hypersensitive.

Jammu | Dec 9: As the Congress irons out its differences with the Peoples Democratic Party for winning the next major battle of assembly elections; efforts are on find new faces and relegate the aspirants with dented images to sidelines.
It is learnt that the exercise has begun within the Congress to identify potential candidates for various constituencies. Sources said that after discussions for the central leaders, the Chief Minister is looking for candidates with clean image and many sitting legislators may not be given the party tickets for upcoming elections.

The Supreme Court has held that the government is not expected to brazenly favour one set of employees so as to defeat the bona fide claim of the other set of employees.
A bench comprising Justices S B Sinha and J M Panchal, in their judgement, dated December 5, have also ruled, ''No executive orders could be issued in derogation of the statutory rules, far less a legislative act.
