Coalition government came with a motto of “Good Governance, Transparency and eradication of Favoritisms and Nepotism in 2002’ as an alternative government to the people. The difference this alternate government offered is chairing in junior most doctor as Director ISM and refusing promotions to 1995 batch of Sub Inspectors and retrenchment of employees, people pin pointed.
What compelled the coalition government to catapult the junior-most doctor in the chair of Director ISM, raises two simple queries - either he is influential enough to brush aside the seniors falling in the said competition or government failed to maintain its commitment to check the favoritisms.
It is to mention that the Government Order No: 542-HME of 2002 dated 9/05/02 has a list of Dr VDS Jamwal confirmed as Physician Specialist on June 1, 1991, Dr O D Sharma on May 1,1993; Dr A R Masoodi on February 1,1994; Dr M A Pampori confirmed on July 1,1994; Dr Balwant Singh on December 4, 1996 and lastly Dr Abdul Kabir on May 2,2000

Even as there is some time when the Government offices and the civil secretariat open in Srinagar; Chief Minister, Ghulam Nabi Azad, is on a charger planning to “conquer” Kashmir for the Congress.
