Decade on, 2 KGBVs worth Rs 50 lakh still incomplete in Rajouri district

Jammu, Jan 27: 'One step forward, two steps back' the adage reflects ill planning of the education department. The department sanctioned building of two Kasturba Gandhi Balika Vidyalayas(KGBV) with much fanfare but after lapse of 10 years, the buildings are still incomplete. Sources informed Early Times that in 2018-19, the Ministry of Human Resources and Development (MHRD) sanctioned spree of KGBVs for Jammu and Kashmir wherein two were sanctioned for Rajouri district's Educational Backward zone. One was sanctioned in Doongi zone and other one at Khawas with worth of each Rs 25 Lakhs but ironically after lapse of 10 years from the announcement, the building is still incomplete.
"Just after the announcement, the Education Department has allotted the construction work to Self Help Group through Rural Development Department and released sufficient payment for execution of works, but the executing agency abandoned the work of residential cum school building in midway , resulting from years the building carrying for department attention", said sources while wishing anonymity.
The callousness can be gauged from the fact that the class work of two KGBVs are running from incomplete building where there is no window, no door and lack all basic amenities which is needed to run the schools, said sources and added that due to non completion of building, the hostels are running from accommodation buildings.
These said building still lacks sand- cement plaster works and other allied furnishing works including centre fitting, whitewash, electrical work, which is not being done so far by the executive agencies. However, the concerned Zonal Educational Officer (ZEO) repeated appraised to State Project Officer who has been monitoring the KGBVs but he never heed to the matter so far.
"The executive agency (Self Help Group) has left the work in midway due to escalation of cast but the project officer never addressed their issues nor started the abandoned work", informed sources.
It is pertinent to mention here that the KGBVP was constructed by the MHRD to provide education facilities for girl students those who belonged to scheduled castes, scheduled tribes, other backward classes, minority communities and below poverty line in these backward blocks, but due to faulty planning of department concerned, the girls students aren't getting the benefits as per envisaged in set guidelines.
