PIL against Traffic Jams due to digging of roads
DB directs CEO ERA to appear in person

Jammu, Sept 11 (JNF): In the larger interest of Public, a PIL filed against Traffic Jammu in Jammu City due to digging of roads, a Division Bench of State High Court comprising First Puisne Judge Justice Virender Singh and Justice Muzaffar Hussain Attar, today directed Chief Executive Officer, J&K ERA (Economic Reconstruction Agency) to appear in person before the Court on the next date of hearing.
This direction has been passed by the Division Bench after hearing battery of lawyers, observed that since no response has been filed by the respondents, pursuant to last order dated August 3, 2012 and instant petition is of the immediate concerned, directed CEO J&K ERA to appear in person and further directed respondents to file response.
This Public Interest Litigation has been filed by Two Advocates namely Ashish Sharma and Deepak Singh Baloria against Traffic-Jam in the Jammu City due to digging of roads in which the Division Bench on August 3, 2012 had directed state-respondents to file their response within four weeks. The PIL has been filed through Adv Vikram sharma in which it has been submitted that the problems being faced by the common ublic because of digging of the roads and unattended completion of the same resulting in consistent traffic jams caused great hardships to the public at large in commuting from one place to another, thereby causing delay and disrupting the normal course of work of judicial officers, advocates, students, employees, doctors and general public.
In the PIL it has been further submitted that a huge amount of meonyt has been invested with no accountability in the said projects anywhere has been causing great loss to the ex-chequer of the state over a period of more than five years and hampering the growth and development of the state . The projects ought to have been completed within minimum time but this mis-utilization of the funds and mismanagement on the part of the state Govt and continuous harassment to the Public at large and seeking direction to the respondents to place on record the entire sewerage plan conceived by them to facilitate the disposal of sewerage from thousands of houses from city to sewerage disposal plant.
In the PIL it has been further prayed before the Court to supervise/monitor the conception, execution and completion of the sewerage project by constitution of a committee of persons of integrity including experts to assist the Court in reaching a just decision in order to avoid mis-utilization of funds meant for the scheme.
