All Jammu legislators unlikely to oblige Bhim
Delimitation Of Assembly Constituencies

JAMMU, Sept 11: Accusing the Kashmir-based and Kashmir-centric parties like National Conference (NC) and Congress of adopting "anti-Dogra and anti-Jammu Pradesh" policies, Panthers Party chairman Bhim Singh on Monday urged 37 MLAs belonging to this Pradesh to work as one man and make the NC-Congress coalition Government set up a delimitation commission to redraw the Assembly constituencies de novo strictly as per the criteria laid down by the Representation of People's Act (RPA). "Delimitation of constituencies in Jammu and Kashmir is the basic political and Constitutional right of the people of Jammu Pradesh. It is a must to end the existing discrimination that has enabled the Kashmir Valley to capture the throne of the State. The legislators of Jammu region must take up the Delimitation issue in the forthcoming Assembly session in Srinagar," he said. He asked two specific questions. One, "the legislators should justify why is there no delimitation of Assembly and Lok Sabha Constituencies in the State? Two, "why has Kashmir 46 MLAs and Jammu Pradesh with double the area and population equal to the Valley only 37 MLAs?"
It bears recalling that it was in February 2002 that the then NC Government murdered democracy, amended the RPA and banned delimitation of the Assembly constituencies till 2026. The amendment said that delimitation of Assembly constituencies could be done only after the census operations which would be conducted after 2030. In other words, the undemocratic and "anti-Jammu Pradesh" NC banned delimitation of constituencies for almost 4 decades. The RPA says that Assembly and Lok Sabha constituencies shall be delimited every ten year after the census operations are over. It was not just the NC which stabbed Jammu from the back to perpetuate Kashmiri rule and domination over Jammu Pradesh and Ladakh. The Congress party and the BJP, which together had 16 MLAs, had also made common cause with the NC. The legislators of both these so-called mainstream outfits had also voted for the anti-democratic amendment, thus exposing their utter bias against Jammu Pradesh and Ladakh region. The BJP leadership in 2008 publicly admitted that it committed a grave mistake by supporting what could be legitimately termed as an anti-constitution amendment. HP Chief Minister PK Dhumal admitted the mistake while addressing an election rally in the Raipur-Domana Assembly constituency.
Now the question to be asked is: Will all the 36 Jammu MLAs raise the issue in the Assembly session and force the State Government to do what Bhim Singh suggested? The answer is a big NO. The Congress party, which represents 11 Jammu Assembly constituencies; the NC, which represents 6 Jammu Assembly constituencies; and the PDP, which represents 2 Jammu Assembly constituencies, will under no situation raise this issue. They do not represent Jammu Pradesh. They represent Kashmir in Jammu. The only parties which might raise this issue could be the 3-MLA Panthers Party, 4-MLA BJP, one-MLA Jammu State Morcha and Chaman Lal Gupta-led group of 7 MLAs. In other words, there are 15 MLAs who can do what Bhim Singh suggested. 15 is not a small number. They can make the Government yield if they so like. It will be seen what they ultimately do during the upcoming Assembly session. However, the people of Jammu Pradesh would surely want them to assert their authority and obtain for them the share they legitimately deserve in the Legislative Assembly.
