After coalgate in country it is gas-gate in J&K | | | ET Report JAMMU, Sept 24: Consumers have been left high and dry in the State as the announced cap on the issue of LPG refills has created a huge scarcity of cooking gas. According to the announced cap on LPG refills each family would be issued six refills per year. The Congress ruled States have announced they would raise the cap to nine. The State Government is also likely to raise the cap to nine refills as announced by the State CAPD Minister. But, before the new system comes into effect, an acute scarcity has hit the State which has been created by dishonest dealers who have been selling refills in the black market. The CAPD officials, the police and district administration are watching the situation helplessly as dealers are forcing the poor consumers to pay heavily for the refills they issue. If a genuine consumer approaches these dealers they plainly refuse the request saying that they have run out of stocks. What cost a consumer around Rs. 400 per refill till now is being sold to them at over Rs. 1000 and those who have no option are forced to cough up the amount putting their already shrunken purses to unbearable burden. What the State administration especially those in the CAPD must understand that the consumers have no choice while it comes to purchase of cooking gas. Even the entire process of streamlining the new procedure is mired down in total confusion. Those who hold genuine papers for LPG connections have not in all cases obtained these connections from their places of residence. For example, a consumer in Samba town has obtained LPG connection in Jammu city. The dealers in Samba are asking these consumers to have their cylinder refills from the place where they own the lawful connections. As absolute confusion rules the LPG market, the silence from the concerned authorities is creating a situation where black marketing has been going on as if legitimized by the administration. Who is authorized to give connection papers to millions of those who are using the LPG without holding lawful connections, but live below the poverty line? Would everybody who has LPG cylinder in possession be given lawful connections to ensure that such families do not suffer? How would the entire new system get streamlined in the presence of so much confusion about the new procedure? It would have been proper if the CAPD issued press releases educating the consumers about what steps are needed to obtain papers for their connections. While some dealers have been issuing forms for regularizing of existing connections, others are showing total ignorance about the procedure thereby putting the consumers to extreme hardships. Right from the President of the country to the poorest citizen, everybody has to eat a two- square meal a day, but the moot question is how does he/she cook it. |
