| Implementation of 73rd, 74th amendments snowballing into a big controversy between Cong-NC | | | Early Times Report JAMMU, Sept 29: The implementations of 73rd and 74th amendment of Indian Constitution issue regarding empowerment of Panchayats and local bodies is snowballing into a big controversy with two coalition partners sticking to their respective stand on this important issue. While AICC general secretary Rahul Gandhi has told the delegation of Sarpanchs from the State at union capital on Thursday that no power on earth can stop implementation of 73rd and 74th Constitutional amendments in J&K as the Central Law is meant for empowerment of Panchayats and local bodies, the State Chief Minister, Omar Abdullah who is heading the coalition with the support said there was no question of implementing the Central Law in J&K. Shafiq Mir a Sarpanch from Poonch who led the delegation of 10 Sarpanchs from State on the invitation of Congress general secretary to New Delhi in the wake of killing of Sarpanchs and Panchs in J&K told reporters on his return from New Delhi that Gandhi and Union Home Minister of State Jitendra Singh had given them full assurance that Panchs and Sarpanchs will be given full security. He said the Union Home Ministry has also issued directives to State Government to provide adequate security to Panchs and Sarpanchs who are facing the threat. Mir said that delegation reminded Gandhi of Congress poll manifesto of last Assembly elections in which it had promised to implement the 73rd and 74th amendments in the State. He said the delegation impressed on Congress leader that if NC is showing reservations to implement the Central Law then Congress should pull out of the Government. Taking exception to State Governments failure to provide security to Panchs and Sarpanchs the Union Government has provided Central security to Sarpanchs upto Jammu and asked State to make further arrangements for their security. It may be recalled that youth Congress activists have already launched agitation demanding the implementation of Central Law. The controversy between two coalition partners has reached to such a level that Omar Abdullah recently at a media conference said that two Ministers of Congress were also against the implementation of Central Law while senior NC leader and additional general secretary of the Party Sheikh Mustafa Kamaal equated Congress with PDP saying both were power thirsty. However, opposing NC for creating hurdles in implementation of 73rd and 74th amendments in J&K Shafiq Mir said the Central Law which suits them is implemented without any hesitation. He said there was no hue and cry in implementing AFSPA and NAREGA but in case of implementation of 73rd and 74th amendments State takes the refuge under Article 370 which has given special status to J&K. |
