| Youth Cong National Executive in Srinagar from October 2 | | Rahul 's presence, resolution on power to Panchayats likely | | Early Times Report JAMMU, Sept 29: In what can give further fillip to the ongoing 'tussle' between ruling National Conference and Congress over the issue of giving powers to Panchayats , Indian Youth Congress National Executive is likely to adopt a resolution on the issue on similar lines the parent body Pradesh Congress Committee adopted it during its convention held in May this year, strongly seeking incorporation of 73rd constitutional amendment in the J&K Act. Youth Congress National executive is going to begin at Srinagar from October 2. What would turn this national event all the more significant in the current political situation is the likely presence of Rahul Gandhi, who may attend the meet on October 4 or five. Sources said while the national executive in itself is an important event but it is the venue chosen this time that makes it significant particularly in the wake of the pro active approach of the PYC in J&K over the issue of empowerment of Panchayats in the state. Ever since PYC formally came into existence, the only issue it has taken up in a forceful manner in terms of its activities has been the consistent awareness campaign, protests, demonstrations in support of the cause of empowerment of Panchayats, sources said adding that it is almost certain that at the end of the four day event the National Executive may adopt a formal resolution in its favour. While this would give further impetus and momentum to the ongoing war of words between the two ruling allies, it is the Rahul Gandhi's presence personally in the event that is being seen as something quite significant particularly if the executive decides to discuss the issue of empowerment to Panchayats and adoption of a resolution on the concluding day in presence of Rahul Gandhi. It is pertinent to mention that while the uproar over security of Panchayats following killing of few members and resignation by over hundred members on account of threat perception is still a hot political issue, Rahul Gandhi was the first person in New Delhi an d at high command level to have expressed serious concern and reservation over the issue of security as also delay in empowerment of Panchayats in J&K. Political observers are looking at the presence of Rahul Gandhi in the event as quite significant and in indirect message to the ruling party that Congress means business this time and would pursue it consistently while adopting such ways and means aimed at building pressure on the NC. |
