| Shortage of officers, manpower hits work in Govt departments | | 500 vacancies in Info, 400 in Local Bodies, 60 posts of BDOs vacant | | EARLY TIMES REPORT Srinagar, Sept 30 (KNS): With rural and urban development being on the top of the government's agenda, shortage of manpower and vacant posts of officers are adversely telling upon work at some key departments of the state government, According to reliable sources, there are more than 500 posts of officers and lower rung staff vacant in the state's information department as more than 40 others are due to retire by the year 2014. "None of the districts of Kashmir valley has theservices of an Information Officer available, while as majority of the posts in Jammu division are lying vacant", the sources said. Out of the total of 80 sanctioned posts of Information Officers in the state, 55 are lying vacant, teh sources added. Although the government had earlier selected 40 Assistant Information Officers through direct recruitment, however, the select list was quashed by the state High court. A senior Officer of the information department told KNS that they had written to the government regarding the crisis of manpower to the government, however, no concrete measures have been taken in this regard so far. "Our work is badly suffering due to shortage of staff. It is increasingly becoming difficult for us to carry out day to day work of the department", he added. Meanwhile, the state's rural development department's work is suffering badly and a huge chunk of funds is lying unspent due to 60 vacancies of Block Developmetn Officers. According to sources in the department, most of teh blocks across the state's are being run through adhoc or additional charge basis. Even some Panchayat Officers are also reported to be working as BDOs in the department. Admitting shortage of officers in the department, Rural Development and Panchayati Raj Minister Ali Mohamamd Sagar said that at some places one BDO was manning 2 to 3 posts. "We have brought in some new officers who were working on probation, however, teh matter is not entirely solved. The matter was discussed in the cabinet and teh Chief Minister is taking personal interest in teh matter. The problem of deficiency of officers will be solved within week/'s time", he said. The condition of municipal and urban local bodies is no different, where some executive officers are holding the responsibility of more than one municipalities. Although, the posts have been referred to higher authorities, however according to sources certain technical issues are creating hurdles in appointment of the officers. The state's revenue department is no better where more than 400 posts of gazetted and non-gazzetted officers are lying vacant for last many years. |
