Severe loss to NC and big gain for Congress, PDP...?
Postponement of BDC Polls

JAMMU, Oct 16: Even while the decision of postponement/cancellation of election of chairperson to Block Development Council (BDC) has been taken in the State Cabinet meeting held yesterday in Srinagar, the decision is likely to hamper the chances of victory of NC supported candidates.
"As the decision is being perceived as NC succumbing before Congress' demand of incorporating certain amendments in Panchayati Raj Act including reservations to SC/ST and women folk of the State, the main opposition Peoples' Democratic Party (PDP) is all set to exploit the political situation here in the State describing the ruling coalition as non-committal and disloyal towards the aspirations and demands of the people," opined political observers.
"However," further opined political observers, "Congress leadership will manage to make a suitable ground before the common masses claiming that it was only Congress party that pressed and ensured reservations for SC/ST and women lot before the start of fresh electoral process, but NC seems to be in sailing in troubled waters in days to come it has nothing much in its kitty."
The decision of postponement/cancellation of BDC polls has been widely criticized by the people especially those who had decided to enter into the poll fray with veiled support from various political parties. The BDC polls are being held on non-partisan basis like Panchayat election was held during the previous year.
Even number of candidates having their affiliation with NC has described the decision as unfortunate as they on the condition of anonymity questioned that if it was mandatory to give due reservation to SC/ST and women section then why the coalition partners did such a big blunder by setting into motion the electoral process.
Highly placed sources in PDP revealed that following decision of postponement/cancellation of BDC election, party patron and former Chief Minister Mufti Mohammad Sayeed has passed clear direction down the line to propagate the decision among the commoners as nothing else but just another betrayal with the people. The PDP is chalking out its strategy how to take on the NC-Congress over the vital political issue.
On the other hand, both factions of Congress including one headed by Union Minister for Health and Family Welfare Ghulam Nabi Azad and another by PCC chief Saif-ud-Din Soz have directed their subordinate leadership to go in to the masses through party workers and supporters and claim that it is Congress party that has ensured proper share for SC/ST and women in BDCs.
Furthermore, it is also learnt that top Congress brass has conveyed to its district and block level leaders to circulate the message among the general public that it was only and only Congress that has vociferously demanded inclusion of certain amendments in existing Panchayati Raj Act. Even party will try to en-cash the protest demonstrations held at various levels by youth Congress leaders in support of inclusion of 73rd and 74th amendments in Panchayati Raj Act.
