Stringent curbs on mass copying in Kishtwar, CEO fighting against odds

KISHTWAR, Oct 20: "If you want to get pass mark in any examination--- you just need to do one thing i.e. choose your center for examination in Kishtwar."
Elder peoples of Kishtwar quoted former Chief Minister Sheikh Mohammad Abdullah as saying (unquote). The quotations attributed to late National Conference stalwart is the farsightedness of the one of the tallest political figure of the state as far as growing menace of mass copying in Kishtwar District which has now been turned in a full-fledged industry in Kishtwar District since the observation was made by Sheikh Mohammad Abdullah some 38 years ago when college agitation in Kishtwar was at its peak during which four Kishtwari youths lost their lives for establishing degree college in Kishtwar.
It was during college agitation when schools of Kishtwar district normally remained close due to frequent strike calls from by Kishtwar public front fight for the establishment of Degree College in Kishtwar, the teaching staff at that time involved in conducting the examination preferred to give leniency to the students thus opens the gateway for mass copying which is still continue to hunt the intellectual students even after 38 years since the practice was started in Kishtwar District in the year 1974.
With the passage of time, the trend of mass copying in Kishtwar gets boast and reached at its peak with the introduction of government job schemes like ReT and appointment of teachers by service selection where the marks percentage in 12 class plays vital role in appointments. While making the appointments under ReT, the selection list penal is pure based on the percentage of marks in 12th class, thus further promoting the menace of mass copying in Kishtwar District. The students and their parents looks desperate for increasing the percentage of marks in 10th and 12th class examination for which the parents of the students seems ready to pay money.
As per the reports from the trusted sources, the nexus between the board employees and some employees of education department involved in conducting the examination demanded Rs. 8000-10000 for arts category students and Rs 10000-12000 for science students in luau of accessing them to menace of mass copying. The nexus of exam gate not only allows the students to do mass copy, but also provide them the solved question paper to them within half hour after distribution of question paper inside the center.
As per the sources Rs 6000-8000 was charged from the students of 10th class for higher marks percentage. The nexus between the board employees and education department in past seems so deep rooted that without their consent no teacher or master were appointed for examination duty.
The superintendent and deputy superintendent for examination centers were appointed through the board employees/education department nexus. It was only appointment of staff for conducting examination, but even appointment of conduction of practical examination was important aspect of mass copying industry in Kishtwar District.
The person who was appointed to conduct practical examination charged Rs 300 to 500 from each student for enhancing the practical marks since these marks also play an important role in total percentage of aggregated marks. In past several teachers appointed in education department on the bases of arts stream were appointed as practical examination in charge for subjects like Physics, Botany, Zoology and Chemistry which in no mean links to any arts stream.
As per the sources, the nexus of board employees and education department by way mass copying industry earns more than Rs. 1.50 crore every year through examination of 10th and 12th class beside in practical examination. The trend of demanding money from the students and their parents got scot free in rural areas like Marwah, Dachhan, Warwan, Padder, Chatroo, Nagsini, Saroor, Bhunzwah and other far flung areas of Kishtwar District where there is no road connectivity and many times the officials deputed by the state board of school education could not get access to many examination centers due to non availability of roads.
In order to curd the menace of mass copying industry in Kishtwar District, Chief Education Officer Kishtwar Lok Nath Butt took some effective measures and refuted the list of teachers/masters appointed by the board officials for conducting 10th class annual examination in Kishtwar District schedule to be held from 25th of this month.
Instead of entertaining the list of board officials, CEO Kishtwar displayed the proposed list of 73 teachers/masters outside his office and seeks objection from general public regarding these teachers. After scrutinizing the displayed list, the copy of which was available with "Early Times" all the teachers/masters who conducted 10th/12th class examinations in last three years were not allowed for any kind of examination duty.
CEO Kishtwar termed the displaying of list of 73 teachers/masters outside his office as a first step towards streamlining the examination system in Kishtwar District. He said that department is preparing for more effective steps in future as well to curb the menace of mass copying from Kishtwar which is not only destroying the future of students, but also dealt badly the education society and culture. He said that education is the foundation of every society and further added that he will not allow anyone to play with the future of students of Kishtwar and will not allow anyone to play with the carrier of students till he occupies the post of CEO Kishtwar.
