Congress faces added convulsions in J & K

From the three-year long tussle between the dissidents and the loyalists in the state unit of the Congress to the mudslinging game seems to have hastened burial of the organisation in Jammu and Kashmir which has a long history of supporting a regional party.Since 1965,when the National Conference merged with the Indian National Congress in the state,the Congress has witnessed many ups and downs.It has enjoyed power,it has shared power and it has existed as an opposition party but all the time it has kept its tempo on for carving out many areas of influence.What has happened and is happening to the Congress in Jammu and Kashmir during the last over one year is nothing but an instance of indiscipline among senior Congress functionaries.It is a story of the party being rudderless, an organisation without any effective leadership, a party that survives on dual control.In fact it is living,rather limping, under a multi-control system.A section in the party is controlled by the union Health Minister, Ghulam Nabi Azad,and the other by Saif-ud-Din Soz.And above the two he party is under the control of the AICC.But which control system controls the organisation in Jammu and Kashmir nobody knows because each control system has its separate functioning process and mechanism.
And the events,one overlapping the other,during the last three weeks have surpassed all the events and setbacks the Congress have received during its 50 years' existence in Jammu and Kashmir.One does not know the real purpose of people like Abdul Gani Vakil fulminating against Taj Mohiuddin and against some other leaders in the congress who are loyal to Soz.Even without having probed the veracity of the allegations against Taj Mohiuddin,the PHE Minister, Vakil has started describing him as corrupt warranting the minister to resign.
Even after dissolving the House Committee set up by the chairman Legislative Council,Amrit Malhotra,for probing into the land grab allegations against Taj Mohiuddin,Vakil went on demanding the Minister's resignation and that too when Taj has announced that he was ready for a probe but if that was held properly.Why the chaiman constituted the House Committee ? Why it was dissolved ? These are questions which shed light on the extent of groupism in the state unit of the Congress and on the uneasy equation between the Congress and the National Conference.
And Taj has hit back not only against his critics who have been demanding his resignation but also against Amrit Malhotra who had first constituted the House Committee and later dissolved it.Taj must know it that Malhotra had dissolved the committee after two NC members of the Committee had resigned.Taj has been accusing the Legislative Council chairman of trying to weaken the coalition government in Jammu and Kashmir. He has alleged that the House Committee against him was constituted "out of personal enmity" and he will emphatically press upon the party high command to move a no confidence motion against Malhotra.
It seems that Taj is more keen to see the coalition intact than in ensuring unity within the Congress party in the state.This is indicated by the way he has blamed some elements for trying to weaken the coalition by creating a wedge between the coalition partners - Congress and the National Conference. Taj said that the Forest Department has already made it clear that the land which he has been accused of encroaching upon, does not belong to the department.He further claimed that 30 kanals of land, which he has been accused of grabbing, was a state land and he had paid the money for the same and has all the documents with him. He also said that this is the matter of 1983 when he was not even a minister. Hence it would be better for people like Vakil to go through the documents and see whether Taj is correct or not.In case Taj is correct or not,or whether Malhotra has acted wisely or not it is important for all the Congress leaders to bury the hatchet to ensure survival of the party.Here the role of the party high command has become very crucial.
