| Cong-NC coalition averse to democratic decentralization: Harsh | | 'Panchayats deprived; local bodies denied' | | Early Times Report
Jammu, Nov 24: Lambasting the state government for subverting the democratic process in the state by weakening the grass root institutions of local self governance in the state, Chairman Jammu Kashmir National Panthers Party (JKNPP) and MLA Harsh Dev Singh said that while the Panchayats have been rendered defunct by depriving them of the powers as per the central law, the elections to local bodies have been denied wrongfully. Harsh Dev Singh said that Congress-NC coalition was hell bent to demolish the institutional apparatus in the state with largest damage having been done to the said grass root level institutions which are supposed to be symbols of democratic decentralization. Harsh Dev Singh was speaking in public meetings held in Reasi and Chamba (Katra) organized by JKNPP unit together with the local Sarpanchs and Panchs of the area. Accusing the ruling coalition of sabotaging the empowerment of Panchayats, Harsh Dev Singh said that both the alliance partners had been constantly taking contradictory and irreconcilable stands on the issue. Making a reference to the Chief Minister's statement, he said that Omar Abdullah had blamed the Congress saying that he was approached by two ministers and some MLAs who had opposed the empowerment of Panchayats. Contrary, Singh said, the Congress had been taking the stand that it was National Conference which was averse to the whole process. He said the role of Congress was highly intriguing and mischievous as it was, though demonstrating on roads and holding protests for Panchayats cause, it had never raked up the issue of Panchayat empowerment in any of the cabinet meetings or in the Assembly or at any other appropriate forum. He said that the fact of the matter was both the coalition partners were playing to the galleries and issuing statements merely for media consumption. Harsh Dev Singh further flayed the government for depriving the Panchayat members of their honorarium and emoluments despite there being a categorical provision in the law for the same. Urging for early release of honorarium in favour of Sarpanches and Panches, he said that the government should consider release of their arrears of remuneration as well from the date of constitution of Panchayat in terms of corresponding provisions of Panchayati Raj Act. He was accompanied by Balwant Singh Mankotia, MLA and state President besides other senior leaders of the party. |
