Jammu, Nov 24(JNF): Vigilance Organization Jammu today registered FIR against Sita Ram Dogra former Executive Engineer PWD Division III, Manoj Kohli then AEE PWD Sub-Division Akhnoor, Raman Pandoh and Narinder Kumar boyj Junior Engineers of PWD Akhnoor, Rohit Khajuria, Rattan Chand, Kirpal Singh, Kewal Khajuria and Dev Raj contractors for misappropriation of lacs of rupees.
According to the verification conducted into the allegations of fraudulent withdraw of Rs 76.00 lacs by the officers of Public Works Dept Division III has revealed that Sita Ram Dogra then XEN, Manoj Kohli then Assistant Executive Engineer PWD Sub-Division Akhnoor, Raman Pandoh and Narinder Kumar both Junior Engineers PWD Akhnoor hatched a criminal conspiracy along with private contractors namely Rohit Khajuria, Rattan Chand, Kirpal Singh, Kewal Khajuria and Dev Raj in pursuance thereof withdrew an amount of Rs 5, 47, 474/- against non-existent works as four different works to be executed in PWD Division, Akhnoor. The public servants also caused a loss of Rs 8, 31, 524 on account of service tax which was otherwise paid by the contractors while executing the works.
It was further revealed that Sita Ram Dogra, then Executive Engineer without inviting the tender for the works (1) construction of link-road from main road Sohal to Badyal, premixing of phree tasria Yal Road, restoration of youthergala Menowar Road and premising of Bhalwal-Kangan Road allotted the works to blue eyed private contractors while showing exigencies and withdrew an amount of Rs 5, 47, 474/- on account of removal of malba and non-executed work of laying of bed material. He also caused a loss of Rs 8, 31, 524/- on account of service tax which was to be deducted @ 8% from the contractors had it been done through allotment after adopting process of tendering.
The investigation revealed that Kohli without verifying the facts from the grounds agreed and forwarded the record prepared by his JEs Raman Pandoh and Narinder Kumar. However Raman Pandoh prepared a wrong and unjustified record on account of non-existent work at Link Road from Sohal to Badyal and Narinder Kumar phree tasriya road andYother Gala Road.
It was further revealed that the loss of Rs 13, 78, 998/- is wroing loss caused to the State Exchequer equivalent to wrongfaul gain to the public servants and the private contractors and lodged FIR NO 22/2012 u/s 5(1) (d) r/w section 5(2) J&K PC Act Svt 2006. No arrest has been made so far.
