| RDD officials- Sarpanchs nexus siphoning off MGNREGA funds | | Over Rs 2 cr withdrawn against fictitious payments | | Asif Iqbal Naik Kishtwar, Nov 27: After uncovering the Rs 90 Cr job card scandals in Ru-ral Development De-partment Kishtwar, ET has accessed key details pertaining to fictitious withdrawal of more than Rs. 2 crore on acco-unt of wages of skilled labo-ur and material cost under Mahatma Gandhi National Rural Employ-ment Guarantee Act (MG-NREGA) in Marwah block of Kishtwar District. Amid complaints of non payment of wages and cost of material by the locals, RDD officials in Marwah block allegedly in conniva-nce with Sarpanchs have withdrawn more than Rs 2 crore in the names of local Sarpanchs sighting expe-nses incurred for paying wages to skilled labour and purchase of material. As per the details given by the local people, Depar-tment of RDD Marwah withdrew an amount of Rs. 21.71 lacs on account of wages to skilled labors/ material cost in the name of Abdul Razak Mattoo who happens to be the Sarpanch of Renie (A) Panchayat of Marwah block. The said payment was released by the department through 4 cheques issued on three different dates. The first payment of Rs. 7.04 lacs comprising Rs. 2.52 lacs as skilled labors and Rs. 4.52 lacs as material cost was withdrawn wide cheque No: 190307 dated 18-01-2012. The second installment of Rs. 7.45 lacs comprising Rs. 2.47 lacs as skilled labors and Rs. 4.98 lacs as material cost was withdrawn wide cheque No: 190320 dated 31-01-2012. The third installment of Rs. 2.194 lacs comprising Rs. 1.097 lacs as skilled labors and Rs. 1.097 lacs as material cost was withdrawn wide cheque No: 203905 dated 26-03-2012 and the fourth installment of Rs. 5.026 lacs comprising Rs. 2.51 lacs as skilled labors and 2.516 lacs as material cost was withdrawn wide cheque No: 203906 dated 26-03-2012. The total amount withdrawn on the name of Sarpanch Abdul Razak Mattoo amounted to Rs. 8.597 lacs for skilled labor charges and Rs. 13.113 lacs of material cost. The local people informed ET that similar pattern was also adopted to withdraw the payments in other panchayats of the block Marwah and demanded an investigation against both the officials as well as the against the Sarpanchs. People of Marwah also demanded recovery of the all the money withdrawn in the name of Sarpanchs so that the same could be distributed among the poor and needy people who suffered on this account.
