Govt undecided on ETT college admissions

Jammu, Nov 27: The Education Department is yet to take a decision on the unauthorized admissions by private ETT colleges. The candidates from these colleges were not allowed to sit in the examination by the Board of School education following directions of the high Court. A committee constituted on the issue has already submitted its report.
However, it is interesting to note that some retired high profile BOSE official in connivance with their political mentors in the power corridors have been exploiting this issues against the BOSE management and are trying to give it a different colour.
Reportedly these retired official were instrumental in facilitating mushrooming of 'certificate selling shops' in Jammu and Kashmir by allowing setting up of around 600 'dubious' Elementary Teacher Training (ETT) institutes in the State. Now when the BOSE management in consultation with the government has started streamlining ETTs, these officials for the fear of reprisal have reportedly started a vicious campaign against the BOSE to conceal the truth.

Records available with the Early Times suggest that BOSE has already conducted 2008-10 1st year ETT examination and by the time when High Court intervened on a petition filed by few non-government ETT colleges from Kashmir division; BOSE had conducted exams for two papers which reportedly stand evaluated. BOSE filed objections in the case which is listed for hearing on 30th of this month.

As far as regularization of 2011-13 1st year ETT candidates is concerned, the state government has already constituted two committees one each for Jammu and Kashmir divisions which have submitted their report to the BOSE which in turn has forwarded the same to the government for further necessary action.

In the meantime a number of meetings have taken place at the civil secretariat between the education department and the BOSE hierarchy. The documents reveal that BOSE has made it clear to the government that there is no objection in case the unauthorized admissions made by ETT colleges are regularized by the government; however, the government is yet to take a final call into the matter.

Vide its letter No. F (Admn-B) CU/12 dated 17-11-2012 addressed to the Secretary to Government Education Department, BOSE Chairman has placed it on record that in view of the report of the designated committee constituted by the government and sensitivity of the issue, coupled with the career of the non-local students, JK BOSE has no objection if the unauthorized admissions as reported by the designated committees are regularized by the government. The letter, however, reads, "these institutions need to be warned not to adopt such violations and practices to perpetuate in future, because it has derailed the Academic Calendar and put the BOSE and the state government in an embarrassing situation..",

The origin of the dispute between the private ETT colleges and the BOSE started when as per the academic calendar, the session started in the year of 2011. However, the owners of these colleges approached BOSE in February 2012 to regularize the admissions of these candidates after admitting them illegally. Initially 5000 to 6000 candidates were illegally admitted by the ETT colleges in Jammu and Kashmir for the academic year of 2011-13 before September this year, however, when the BOSE on the directions of the government extended the date for admissions; the figure crossed 20k mark.

Now the college authorities with the support of some politicians and bureaucrats are forcing BOSE to regularize these admissions. These ETT college authorities are overtly or covertly trying to malign the image of BOSE management at the behest of these bureaucrats and politicians.

While majority of these institutes don't fulfill the requisite infrastructural and staff parameters laid by the government, the BOSE has reportedly taken cognizance of this breach and has recommended action against them under the provisions of the existing laws. This has irritated many including some politicians who are now trying to give the issue a different colour for their own vested interests; they have developed with the mushrooming of these institutions.
