JAMMU, Nov 27: State Vigilance Organtsaion (SVO) is yet to conclude probe into alleged land grab by Minister for PHE and Irrigation Taj Mohi-ud-din at Sedhav forest in Shopian district of South Kashmir.
Early Times has assessed documentary evidence, which rebuts the 'clean chit' claim of PHE Minister Taj Mohi-ud-din. The official document reveals that the land grab allegations aga-inst Taj Mohi-ud-din are being probed and the organisation is yet to arrive to a final conclusion. Taj had on Monday issued a handout claiming that Acc-ountability Commis-sion in September, 2005 and Vigil-ance Organiz-ation, Kash-mir in the year 2011 had conveyed to the government that there is no forest land grab.
Despite repeated efforts, Early Times failed to get even one officer of state vigilance organiation (SV-O) on record to cofirm that Taj Mohi-ud-din has been given 'clean chit'. Instead, it was revealed during investigation that Vigilance Organisation Kashmir (VOK) had on 26-02-2010 vide letter no. SP (ABP)/10-IAV-301 enqu-ired from Divisi-onal Forest Offi-cer (DFO) Shopian Forest Range about the encroachment and fencing of compartment V-4C (Sedhav Block) by Chowdri Taj Mohi-ud-din.
SVO Kashmir had further asked the forest department to give an account of steps taken by forest depar-tment for the evacuation of the encroached land. DFO (Shopian) had preferred silence over the issue. Following this, Supr-intendent of Police (ABP) Vigila-nce Organisation Ka-shmir (VOK) Srinagar had written another letter to DFO (Shopian) asking him to enquire whether any forest land of compartment V-4C falls within the area fenced by Taj Mohi-ud-din son of Khuda Baksh.
It had further enquired that whether 62 Conifer /Kail trees within the area fenced by Taj Mohi-ud-din belonged to the forest department as claimed by Range Officer (RO) Sho-pian vide his no.690/ SPN dated 09-02-2011. SVO had asked DFO (Shopian) to intimate whether DFO Demarcation had conducted any demarcation of the compartment in which the grabbed land of PHE Minister falls .
It needs to be mentioned here that DFO Shopian had requested DFO Demarca-tion vide letter no.DFO/ SPN/1507-09/L dated 15-12-2010 to conduct fresh dem-arcation of the Sedhav forest area and state clearly whether Taj mohi-ud-din has grabbed forest land or not. DFO (Shopian) had vide letter no. DFC/Spn/ 564/Endstt. dated 17-02-2011 confirmed to SVO Kashmir that forest land in compartment V-4C (Sed-hav Block) had been encr-oached by Taj Mohi-ud-din.
He had further said that the survey conducted thro-ugh Range Officer (RO) Shopian/BO Sedhav had brought to light the presence of Coniferous trees in the area fenced by the PHE Minister. In this report, DFO Shopian had requested DFO (Demarcation) Sri-nagar to the land under question demarcated. DFO Shopian had again through letter no. DFO/Spn/1195/l dated 28-02-2011 informed SP (Vigilance) Kashmir that Taj Mohi-ud-din had encro-ached the forest department and fenced it in compartment V-4C during the early 90s when the milliatncy had just begun in kashmir valley.
He had further said that the encroached land in the said compartment had been detected by the forest department well in time in early 90s but the eviction could not be carried out due to the prevailing security situation in the valley. He has concluded the letter by reiterating that the said encroacher has encroached the forest land in compartment V-4C.
