| JK Govt fails yet again, puts SSA mission into jeopardy | | HRD Ministry withholds salary of 30,000 teachers | | Asif Iqbal Naik Kishtwar, Nov 30: Thanks to failure of the state government to submit details of utilization of funds for the past 10 years, universalization of elementary education seems a distant dream in Jammu & Kashmir. Taking strong exception to the lapse, the Ministry of Human Resources Development and Department of School Education and Literacy, Government of India has withheld the pay of nearly 30000 teachers appointed un-der Sarva Shiksha Abhiyan in Jammu & Kashmir. According to the details available with Early Times, the decision of withholding of salary comes in wake of state government failure to submit the details of last 10 years on account of utilization of funds by the state government provided by the Centre under SSA. The sources informed the "Early Times" that the Ministry of HRD after finding some loop holes in implementation of SSA in trouble torn state has asked the state government for details on account of funds provided by the government of India which runs into several hundred cores every year. "I haven't received any wages since last more than 5 months and despite repeated requests to the concerned officials, our wages were not released" said one SSA teacher wishing anonymity. Another teacher said that the government was urged repeatedly to expedite the process but nothing seems moving as far as release of salary was concerned. When contacted Yasha Mudghal, state coordinator SSA informed the Early Times that the release of salary in favour of teachers working under SSA is subjected to the funds released by the central government. She said that as and when they get the funds from the Centre, they will be in a position to release the salaries of the SSA teachers. However, she did not say anything about the time duration required by the state government to clear the issue of release of funds with the central government. It is pertinent to mention here that over 30000 employees under SSA in all 22 districts of the state including nearly 1700 from Kishtwar District are without salaries since April 2012 and it was only in the month of May this year, the Ministry of HRD rejected the state government proposal of opening of 573 new Primary Schools and up-gradation of 285 existing schools to upper level under SSA plan for 2012-13. The ministry passed sweeping remarks against state government for sluggish implementation of SSA in the state. The government of Jammu Kashmir gets a whopping budget of Rs 1200 crore under SSA every year. During the 190th Project Approval Board (PAB) meeting of ministry of HRD, it came to the fore that there are presently 12221 vacancies of teachers at Primary and Upper Primary levels in J & K, out of which 7676 are in state quota and rest 4545 under SSA.
