| Daya Sagar An unfortunate but daring daughter of India has died. Will the people of India , instead of getting lost in the condolence meetings and exchange of allegations , hold on the message she has left behind through the agony she passed through ? "I am ashamed to be an Indian" :: was displayed a banner held by a protester near India Gate Delhi on 24rth December last.The youth who was bursting with anger and saying " I am ashamed to be an Indian" was surely trying to express that he/ she was ashamed to be part of the Indian political and civic system of the day.And it was in the same context that Delhi Chief Minister too said on 29th December "Our hearts are burning in grief and shame". She said so while expressing her grief over the death of a " bharatkibetee" in Singapore.The same way the youth who were expressing their anguish on the criminal assault and rape of young Delhi girl in banners and slogans like : :"If I had gun I would kill them". "humgharmein safe nahinhain...","Change law.. we want justice" :: too had enough to shake any considering mind. All this was out of anger against the failure of those who had been given the position and authority to protect the common man, but was also surely out of the love and commitment the protesters had for their country. But inspite of all this the Delhi police still displayed a near insensitivity when it once again ordered closure of 10 Delhi Metro Stations after the death of the Girl on 29th December so that people could not come together to express their grief. Did the Police think that the youth of India in grief would have created disturbances for others ? This clearly shows that the level of commitment to public service has fallen too low in services and they lack proper guidance from their seniors. And if it so then the Union Home Minister will have to arrange for passing the police forces through a social evaluation screening process. He will also have to consider a total review of the working methods of the civil police as well as the responsibilities and the authorities as well as the service securities that have been given to the police men ( particularly those who belong to superior services) .The way Delhi Government has accused the Delhi Police, the way controversies have arisen over the recording of the statement of the rape victim of 16th December , the way ShielaDikshit has demanded direct action against the Delhi Police Commissioner, the way disclosures have been made by a Delhi Police officers about the criminal conduct of buses of Yadav Travels, the way controversies have emerged over the death of an innocent Delhi police constable and the way working of the Patiala police has been exposed in a case of high headedness in a rape case has enough for even the Prime Minister to take leads. How long common man of India will keep on looking at someone else to take initiative for setting right the legal, economic, social and national security needs ? Unconcernedness will have to be shed by people. In the democracy that we are living in today, can we in routine ordinary manner expect getting the education facilities , security , health services ,dispensation of justice from the public institutions. The first "questions" that need immediate answer are that ::: Are there only a few persons in government machinery who do not perform their duty truthfully ? Do you feel that the number of the those who break law and encroach upon the rights of others too are a few ?Has the common man lost faith only on a few government doctors and in a few government hospitals ?Are only a few government schools and teachers not committed to their duty ? Are there only a few revenue officers on whom the common villagers do not trust ? Have only a few police men and a few police stations have lost the trust of public ? There is no need to ask these questions to a common man because answer to all these question would come otherwise. To be brief most of the government machinery could be this day accused of not being truthful and committed to the service for which it is retained. The political masters change after 5 years but the government servants stay for even 40 years in service. It appears that after the British left India the Indians have come under the rule of a few own political masters and government employees. In British times one could surely hope for his economic/ personal security. But in independent India can one hope so ? Leaders seated in power seats ( MLA/MP/Minister ) and those appointed in superior services ( IAS/IRS/IPS/IFS) too want to get treatments in private / foreign hospitals in stead of government hospitals ( not even PGI / IAMS) and believe more in foreign doctors ( even PradhanMantri and Sonia jee are no exception). And it is so disappointing that the political leaders when out of power as well as the senior( even decorated ) retired government employees too remain scared of police / CBI.. ShielaDixshit has put the blame for failure of law and order machinery on the Union Home Ministry since police technically is under the Home Ministry. But the position is not good in other States also where the police is under the State Government. So, it is not wise for States and Center to simply shift responsibilities. One thing that must attract the attention of all is that all the superior service posts and ranks in State services including the police are manned by the officers / cadres from the Central Government Services ( IAS / IAS/ IRS/IAAS/IFS) so it is only the Central Government that could be held more responsible for the so non committal, non performing and corrupt governing and public service system that we have today. So, to be brief , instead of questioning non performing / non responsive / irresponsible low level school teachers , police station level police men and village or niabat level revenue officers ( whose number could be in thousands) the need is to question a few Officers positioned at the Senior positions to man and guide the system.Are not the superior level officers lost in the glamour of power and service security ?Need has fast emerged for making the senior level office ers more accountable . Rather there is more need for keeping an eye on the performance of senior level officers and installing a system of annual Social Audit where in outside bodies could evaluate the working and performance of a particular department including its Head. Such evaluation and social audit body should not be headed by any ex Government Officer and may have ex government officers as members who have retired atleast 3 years earlier. Not like what has been done in Patiala or India Gate case where a police officer conducts performance evaluation of police itself. Had the senior level officers been sincere towards their duties , had the non performing and insincere lower level school teachers or the police officers been not given shelter by the seniors , how could it be that there would have been a so large non performing officials at the lower levels? The process started with the dismissal of one Patiala police SHO should not stop here itself. In Case the demands for setting right the system would stop, it would be unfair and unfortunate for the "Daring Beti" who had been denied the right to die in her own country because she could not provided security to her life and honour. Solutions have to be seen more now in putting under the scanner the levels of Secretary/ Commissioner / IGP/ Director.
