| Budget session likely from Feb 28, Assembly to be held in Central Hall | | Joint session for one day to be convened outside Secretariat | | early times report Jammu, Dec 31: In what can be seen as the first step initiated by the government towards holding of Budget session , the Law Minister of NC led coalition today called on the Speaker Mohammad Akbar Lone to discuss the preliminaries with regard to date and calendar besides the most crucial aspect of venue for over one month long session in the wake of existing Assembly Secretariat complex having been partially damaged due to digging in adjacent construction site. The government is learnt to have proposed holding of session from last week of February, most likely Feb 28 which will continue till first week of April. It has also been tentatively decided to arrange the session of Assembly in the Central Hall of the existing complex . Even as the government is still in a fix over choosing a venue appropriate in all respects for the Budget session of legislature, most likely the consensus is building around holding it in the Central Hall on account of it being spacious and adjacent to Upper House . However, for the joint session the government is looking for other alternatives, zorawar Singh auditorium in Jammu University being under active consideration for it during which Governor of the state would jointly address both the Houses. In normal routine, the joint session used to be convened in the Central Hall of the existing Assembly complex. "Government has formally proposed holding of session and it has been tentatively decided to begin the session from end of February ……some preliminary things were discussed in the meeting with Law Minister today in which the venues also came up for consideration…", the Speaker of the J&K Legislative Assembly confirmed while speaking to ET. He also confirmed that Central Hall is coming up as most agreeable venue for the Assembly as alternative venue whereas Joint session for one day would be convened outside the Secretariat. However, final decision would be taken after arrival of Chief Minister Omar Abdullah to state. The Speaker also said convening of the session in the existing Assembly Hall was not possible as the damaged structure which have also affected the chambers of CM, Deputy CM and Finance Minister besides collapsed structure of Press Gallery have not been retrieved and repaired as yet nor could this work be accomplished so soon. "In view of damages afflicted in some parts the old complex we have apprehension of more cracks in the building when session would begin. So it would not be feasible from safety point of view ….." Speaker said adding that outside venue would be only for one day , which is for joint session. Following meeting with the Law Minister the Speaker has sent the proposal with preliminary decisions to government which would discuss the same in cabinet meeting after arrival of Chief Minister. Things would get clear after on all aspects once cabinet gives its nod, most likely by next week.
