Privileges Committee finds Taj guilty, puts him on notice
'Derogatory' remarks against chairman LC

Jammu, Jan 10: In what can be seen as no end of trouble for PHE and Irrigation Minister Taj Mohi-u-Din, the Privileges Committee of Legislative Council has put him on notice after finding prima facie him of guilty in having made derogatory remarks against the Chairman of Upper House Amrit Malhotra. The Privileges Panel has directed the Minister to plead his defence in writing in the matter so that the matter could be proceeded further.
The Privileges Committee held meeting today in which the members discussed the matter threadbare and found prima facie Taj having made derogatory remarks towards the LC Chairman, an issue on which tow other members of opposition Murtaza Khan of PDP and Syed Rafiq Shah of Panthers Party had moved privileges motion last year. The Privileges Committee in order to discuss the matter from all aspects examined the newspaper cuttings and watched the video CD while the proceedings continued in the House and found PHE minister guilty for which privileges motion has been moved. However, in order to come to a logical conclusion, the Minister has been asked to present his side of defence in the matter.
In one more matter of privileges motion, again moved against Taj Mohi-uDin by Rafiq Shah with regard to an issue of District Development Board meeting Kupwara, the Privileges Panel has sought the record from District Committee Kupwara so that the matter could be assessed and examined threadbare before reaching any conclusion. While discssuin the matter, it was decided in the meeting to ask the concerned quarters to arrange a video CD of the District Development Committee meetin The Committee also decided to call MLC Syed Rafiq Shah in the next meeting for on the spot hearing.
The Privileges Committee meeting held under the chairmanship of AJatshatru Singh also decided to drop the privilege motions in much hyped matter in which NC legislator Vijay Bakaya and PDP MLC Murtaza Khan had moved motion and counter motion against each other . It was with regard to a question related to transfer of land by the Industries department which generated heat in the Upper House with PDP MLC 's accusations against Bakaya of having a part of the decision which was taken while he was at the helm of administrative affairs in capacity of Chief Secretary . Bakaya had moved a privilege motion against Khan for having used unparliamentary language against him while discussing it in the House whereas Khan too moved a counter motion on similar lines.
However, in the meeting it came to fore that both Murtaza Ahmed Khan and Vijay Bakaya have decided to drop the Privilege against each other. The Committee has now decided to call both the members in the next meeting and drop the counter Privilege motions in their presence.
Other members of the Privilges Comitte present in the meeting today included Legislators, Ravinder Kumar Sharma, Javed Ahmed Rana and Ghulam Nabi Monga besides, Deputy Secretary, Legislative Council Mr. Mohammad Ashfaq Wani.
