JAMMU, Jan 10: State Government is all set to order probe into allegations of 'poor and fraudulent' implementation of various schemes of Public Health and Engineering (PHE) Department in Katra sub-division during the last 8 years.
Sources said that Chief Minister's grievance cell has been repeatedly receiving complaints about alleged 'poor and fraudulent' implementation of various schemes of Public Health and Engineering (PHE) Department in Katra sub-division during the last 8 years from locals as well as several retired and serving officers, who have remained associated with Katra sub-division.
They added that grievance cell would as a matter of routine forward the complaints to Commissioner/Secretary PHE for probe and if required, request him to take the required action. However, with the frequency of complaints increasing two-fold, sources said that Government decided to order a probe into allegations being leveled against the officers who have served in PHE division Reasi and in particular, in PHE sub-division Katra.
They said that a preliminary inquiry to ascertain veracity of complaints is likely to be ordered in the next few days and if found true, Government would order a comprehensive and time-bound probe. Sources said that Government wanted to go ahead with probe but it was alleged involvement of an Engineer who is close relative of a Congress Minister, which prevented Government from ordering even a preliminary inquiry.
Sources said that allegations are about PHE division Katra having failed to show relevant records of the works executed by the department during past 8 years. This is perhaps for the first time that State Government especially PHE department had decided to cross-check alleged misappropriation of funds in civil department in preliminary stages. Allegations are that there are several schemes which exist only on papers and where the department has failed to produce the relevant records.
Sources said that Government is likely to investigate into the records of past eight years only since the department hasn't maintained all the records properly. About Reasi division, a complainant has said that pipes were distributed among officials, Panches and Sarpanches without any criteria during the last 8 years. He had added that PHE officials along with Sarpanch distributed pipes among their relatives like sweets and most of them received as many pipes as they wanted.
Another complainant has alleged "there is norm that pipe should be laid two feet under the earth so that it might be safe from the external damage but contractors there have laid it on surface and money that was released for the labour also went in their kitty. We don't have proper water supply due to which we are suffering." Sources said that PHE Minister has taken strong note of the allegations and wants to cleanse the system of rot.
