Ousted Ministers have been punished with party positions?

JAMMU, Jan 16: In what is believed to be an avatar of the 1963 Kamaraj Plan, State Chief Minister has removed six Ministers from his Cabinet belonging to the NC ostensibly to strengthen the party and gear up for the 2014 elections.
When Prime Minister, Pandit Jawahar Lal Nehru implemented the Kamaraj Plan he was actually doing some weed cutting from the Government as was proved by the later years. Pratap Singh Kairon of Punjab, Mohan Lal Sukhadia of Rajasthan and Bakshi Ghulam Mohammad of J&K were made to resign as Chief Ministers of their respective States apparently to work for the party. In his haste to have the Bakshi removed from the Prime Ministership of J&K, Pandit Nehru did not even bother to explain which party had Bakshi been assigned to strengthen after his removal from the top job in J&K since the Bakshi was not even a basic member of the Congress party!
Nobody ever heard of these stalwarts again after their ouster from the Government and that became true of even the architect of the plan, Kamaraj who had served as the Chief Minister of Tamil Nadu thrice.
In his re-enactment of the Kamaraj Plan, Omar Abdullah has assigned 'top party' assignments to some of the erstwhile Ministers. One of the ousted Ministers, Javaid Dar has been made district President of the NC for Baramulla district in the Valley. Dar was till yesterday holding the charge of R&B department and after the resignation of GM Saroori; Dar was the de facto Cabinet Minister of this very important portfolio.
From today onwards Dar will have to wait outside the office of DC Baramulla for his turn of appointment as the general and common impression which is definitely not far from reality is that he along with others has been removed from the Ministry for non-performance.
What holds good for Dar also holds good for Nasir Aslam Wani. How can anyone expect Salathia to work for strengthening the party when he has been shown the door from his senior Ministerial assignment? What is true for the goose is also true for the gander.
Till yesterday Ruhullah was a Cabinet Minister and today he is just an ousted Minister shunted out for non-performance in the Government and apparently trusted to deliver on the party front. The two realities do not march and what Omar Abdullah has in fact done is to give a fillip to his governance and Governmental performance by ringing in some new faces whom he expects to deliver better than the ousted ones.
It is an old administrative practice that when an official has to be posted to some far flung place the head of the department calls him after the officer tries to mount pressure for changing the issued order. The HOD tells him nobody else has the capacity to improve the lot of the department other than him at the place where he has been posted as a matter of reward and not as a matter of punishment. Let us accept the fact that the ousted Ministers have been punished with party positions.
