| RTI plea get surprising reply saying 'PWD working without "Manual' | | | early times report Jammu, Jan 24 : It may appear awesome to many but in a surprising and unbelievable reply the concerned authorities came with a reply to an RTI query that one of the significant department entrusted with responsibility of the construction of infrastructure like Roads, buildings and bridges is working without any "Manual". An RTI reply dated 14/01/2013 by C.S Rathore, Under Secretary and Public Information Officer (PIO) of Jammu and Kashmir Public Works (R&B) Department stated that the copy of the Manual is not available in the secretariat. Pertinent applicant and RTI activist Balvinder Singh got this stunning reply from the concerned after he had submitted his query on 12/12/2012 to get the copy of the manual to ascertain the facts regarding working of the Public Works Department (PWD). Balvinder Singh claimed that every central government constructiondepartment follow set rules of the manual of the department which is beneficial for the contractor and department and ensures transparency and accountability in the department. "Surprisingly in absence of the written manual the officers of the department in state are left with no option but to take decision as per their own will and ease and ultimately it promotes nepotism and corruption in the system, he quipped. Singh, the applicant who also hold post of general secretary of the J&K Contractor Association said it is difficult to believe that the senior officers there in the Civil Secretariat do not have a copy of the manual. He however alleged that blamed the officers of the department for shying away to share the guidelines of the manual with the stakeholders i.e. contractors and demanded that an updated manual for the department so that there the contractors do not suffer and the government projects do not remain pending for years and decades. |
