1/25/2013 12:42:05 AM
early times report
Jammu, Jan 24: Though Chief Minister,Omar Abd-ullah, has favoured strict law against rapists the NC leadership was unlikely to allow the central law, after it is amended in view of Justice Verma committee recommendations,to be made applicable to Jammu and Kashmir. Party sources said that the NC leadership does not want to take any initiative on the issue without securing consent from various political leaders and in this connection Oar Abdullah has decided to convene an All Party meeting t o discuss whether Verma committee recommendations be made part of the state law against rapists and sexual assaults or modify it to suit the needs of Jammu and Kashmir.
However, experts and social activists have suggested to Omar Abdullah that he should initiate steps that could ensure strict implementation of anti-rape law and the one connected with other crimes against women.
These experts have also suggested the Chief Minister to issue guidelines to all the police stations to register cases of those women who face sexual harassment or rape without any delay. And any complaint about delay in registering the cases should invite sever e punishment to the police officials.
Another suggestion given to Omar Abdullah is that the number of women police officials and constables in each police station in the state be increased so that women approaching the police for any help or for registering cases against rapists or even stalkers were not humiliated.
Social activists have criticized the successive st ate Governments for having neglected importance of women police officials. They said that out of 193 police stations in Jammu and Kashmir there were only two women police stations, one each in Srinagar and Jammu. And out of 158 police posts none had been made women police post.
They said out of over 1.50 lakh police personnel women police personnel is not even 10 per c ent of the total strength of the police force in the state.
