Bangalore, Feb 6: The police across the country will soon begin sharing data on criminals and convicted persons, including fingerprints, once the finger print bureaux in states move on to Automated fingerprint identification system (AFIS).
The two-day fifteenth all-India conference of directors of finger print b(FPB) here ended on Tuesday evening and delegates came up with 10 recommendations including a pan-Indian AFIS. Interstate connectivity of the AFIS, modernisation of the finger print science, training of finger print experts in modern techniques, digital evidence, legal issues pertaining to the FP including identification of the Prisoner's Act, 1920 were subjected that came up during the conference. The conference called for amendments in the identification of prisoner's act 1920, in the light of recommendations of police commissions, law commissions and justice Malimath committee. The conference set up a committee to study and recommend to states steps for standardisation of uniformalisation of draft staffing pattern, structure, qualifications and cadre rules of the FPBs, that wold be sent to national crime records bureau (NCRB). The committee would include representatives of FPBs in Karnataka, Tamil Nadu, Madhya Pradesh, Rajasthan, Delhi, Haryana, Odisha, West Bengal Andhra Pradesh and Mizoram representing zones. It also recommended the creation of an online library on fingerprinting science in the website of NCRB and suggest list of quality books on fingerprinting. It also recommended to the NCRB to ask the DGP's of all the state to provide training to sub-inspectors of FPBs on identifying, gathering and sharing data on the criminals.
