| Political intervention galore in Information Department | | 3 more retiring officials seek extension | |
Bashir Assad jammu, Feb 6: The outgoing Chief Secretary Madhav Lal, who very recently resisted the move of granting extension to two retiring Special Secretaries in Chief Minister's Secretariat, is likely to come across yet another extension proposal before leaving the State. This time the extension is about three retiring officials of the J&K Information Department which is directly under the control of Chief Minister. Sources privy to the Information Department told Early Times today that a proposal for granting extension to three retiring officials of the department is likely to be forwarded to the outgoing Chief Secretary. However, CS who could not oblige the Chief Minister before leaving for Delhi by resisting the move of granting two years extension to two Special Secretaries in CM secretariat, MY Sofi and V S Salathia , is unlikely to favour their extension. Interestingly the proposal for granting extension to three retiring officials Ghulam Nabi Dar, TPO retiring on February28, Mushtaq Ahmad Shah, Information Officer due to retire by end of the March, 2013 and GM Mir, Assistant Information Officer also retiring in March was initially turned down by the CS. But according to sources a sitting Minister is showing keen interest in the extension of the three officials and has asked the Director Information to submit the proposal again. They said due to `extension culture' in the Information Department, promotions to the in-service officials and referring the vacancies to the recruitment agencies is getting marred. According to them, it has become a precedent in the Information Department to grant extension to officials nearing retirement which has hampered efficient functioning of the department. They said that Information Department is the only department where intervention of Ministers is at galore because of the fact that one or the other official of the department is deputed with each Minister, Cabinet or MoS who develop personal acquaintances with them and seek their intervention in the affairs of the department especially in extension matters. "Every Minister has an official of information with him for publicity purposes which is the duty of the department but intervention of Minister is unsolicited," sources said. The department instead of seeking extension to the retiring officials should work towards vacating the stay on selection list of 40 Assistant Officers appointed by the recruitment authority which, of course, could be a great service to the department. They said that J&K High Court has stayed the selection list of 40 AIOs and if that is vacated the human resource in the department will show dramatic improvement. It merits a mention here that Madhav Lal's predecessor, SS Kapoor had obliged Omar by granting extension to 84 retired bureaucrats and was rewarded by appointing him the Chairman of State Water Resources Regulatory Authority. Though the incumbent CS also facilitated extension of dozens of retired bureaucrats but of late he has realized its adverse affects on the administrative apparatus. |
