| Azad expresses unhappiness over functioning of medical institutions in J&K | | 'Medical colleges in state running purely on intercession' | | NAVNEET DUBEY Jammu, Mar 10: Expressing unhappiness over the functioning of medical institutions in the state, Union Health Minister Gulam Nabi Azad today disclosed that all the four main hospitals in Jammu and Kashmir are functioning due to the intercession of central government, failing which they would have been derecognized by Medical council of India. Azad was speaking in a function during the foundation stone laying ceremony of Medical Collage Hospital for Sant Manjit Singh Institute of Medical Sciences and Research at Jeevan Nagar here, today. Laying emphasis on the importance of faculty in the medical institutions, Azad said, "I do not know for how much time these four hospitals will keep on functioning on the intercessions, otherwise all of them would have been derecognized by MCI. …….The rules governing the medical colleges are not fully enforced here due to article 370. …….I do not know for how long these hospitals function under the cover of Article 370,", Azad said adding that quality of treatment suffers on that account. Gulam Nabi Azad conveyed to Chief Minister Omar Abdullah, who was also present on the occasion, to increase the retiring age of faculty in Medical colleges here to check shortage of human resources. "The retiring age of faculty here should be increased from existing 58 years. Due to this there has been no increase in the human resources in J&K. By increasing the retirement age to 65 as is there in many parts of the country, the issue of shortage of faculty has been addressed up to a larger extent. The state has to increase the age of faculty", he observed. Stressing further on the need of faculty in medical institutions in the state, Azad said, "Super Specialty Hospitals in Jammu and other in Kashmir are coming up shortly. The appointment of faculty for these hospitals needs to be appointed in advance. You (J&K)have to hire the faculty for these hospitals from other parts of the country. State government has to incentivize and be flexible to attract them in the state". Explaining the shortcomings further, Azad said, "It is only in J&K that these medical institutions are still functioning under the age old practices. While in many parts of the country, medical institutions have increased their student intake capacity from 100 to 200 or 250 students per year. But as per my information only J&K is still having the same 100 students per batch intake capacity". He said he has recently sanctioned grants for 200 ambulances for Jammu and Kashmir. On increasing retirement age of faculty in state medical institutions, Omar said, "Mr. Azad is right to point out that our state is having problem of faculty in medical education. One of the options is to increase age limit from 58 to 60 years. ……In our state the employees are agitating for quite some time demanding enhancement of retirement age from 58 to 60. We will take a decision on increasing the age limit in medical education after careful deliberations. But I fear that by increasing age limit in health education may attract back clash from secretariat employees" he said adding " We cannot take a decision in haste. The matter of enhancement of age is before the Cabinet. I agree that we cannot address to run the health institutions effectively without increasing the age limit. We do not want to run them on anyone' s mercy. We do not want to use Article 370, we want to build the institutions on our own", Omar maintained. He further said that it has been observed that even doctors obtaining medical degrees under special categories and dispensations shirk to work in the areas and for the people they were given concessions for trainings. "The service rendered by doctors is pious and they take oath after entering the profession of serving the mankind sincerely and devotedly. He said that the mindset of making medical professional means to realize economic goals needs to be changed", Omar observed.
