| 66 works executed in MC Chadoora: Jora | | | JAMMU: Minister for Urban Development and Urban Local Bodies, Mr. Nawang Rigzin Jora said that 66 works of different nature have been executed in Municipal Committee (MC) Chadoora under State and District Sector besides one work under 13th FC Award. The Minister was replying to a question by Ali Mohammad Dar in the Upper House today. The Minister said that the works are identified and prioritized in consultation with respective Legislator of the area on the basis of requirement and feasibility. He said the works are put to tenders by the Director, Urban Local Bodies, Kashmir and subsequently as per process, the allotments being made to the successful bidders. Mr. Jora said that under Centrally Sponsored Scheme, Integrated Low Cost Sanitation Scheme (ILCS), financial assistance of Rs. 6.37 lakh has been provided to 57 beneficiaries for construction of sanitary units. He said, in addition to this, financial assistance of Rs. 1.50 lakh have been provided to three un- employed youth under Urban Self Employment Programme (USEP) of Swaran Jayanti Shahri Rozgar Yojana (SJSRY). Replying to another question by Mr. Ajat Shatru Singh, Mr.Jora on behalf of the Tourism Minister informed that there was no such proposal with the Irrigation and Flood Control Department to hand over the land to Tourism Department for development of Tawi banks. He said that Directorate of Tourism, Jammu has, however, requested the District Administration for making the necessary arrangements to transfer the reclaimed land to the Directorate for expansion of tourism related activities as the said land is adjacent to Sidhra Golf Course, Sidhra. Mr. Jora said that the proposal is yet to be conceived for development of the land whether in public sector or through Private Public Partnership (PPP) pattern. The Government has, however, engaged State Level Project Management Agency for preparation of various DPRs for implementation under central funding during the 12th Five Year Plan. They shall also be functioning as transaction advisors for projects found to be viable for implementation in PPP Mode. In case, the said land gets transferred to the Tourism Department, the said Consultant would be asked to conceive the development of the land either through public investment or in PPP mode as per viability, he added. Govt not favouring re-employment: Rather Minister for Finance and Ladakh Affairs, Mr. Abdul Rahim Rather while replying to a clubbed question of Mr. Bashir Ahmad Magray, Dr. Shehnaz Ganai and Mr. B.R. Kundal on behalf of the Chief Minister informed that the re-employment of the government servants is not encouraged and added that in certain circumstances it is made when there is no option left with the government to consider such re-employment and the same has been passed through a detailed scrutiny. The Minister said when it is ascertained that either public interest is involved or the case is falling under the rarest of the rare category, that the matter is brought before the Cabinet( in respect of the gazetted employees) or before the Chief Minister ( in respect of non-gazetted employees). It is only when the competent authority is satisfied, the re-employments are considered, on contract basis, in terms of the provision laid down in J&K CSRs. Tourism schemes area specific: Jora Minister for Urban Development and Urban Local Bodies, Mr. Nawang Rigzin Jora while replying on behalf of the Tourism minister to a question raised by Aga Syed Ahmad Rizvi said that implementation of the schemes under Tourism Sector is area specific depending upon the potential of a particular area and activities required for harnessing this potential for to 2013 destination wise indicating the districts. The Minister further said that the Zanskar area of the Kargil district is not the unit of planning under the tourism sector No Mining lease given in Rajwar Area: Sadhotra. Minister for Planning and Development, Mr. Ajay Kumar Sadhotra replying on behalf of the Industries Minister to a question by Syed Mohammad Rafiq Shah said that no mining lease for Lignite deposits of Nichama Rajwar of District, Kupwara have been granted as yet. The Minister said that the Matter with regard to diversion of land from Forestry to Non-Forestry has been taken up with the Forest Department. 23 applications received from Mendhar: Sakina Minister for Social Welfare, Miss Sakina Itoo said that 23, applications from Mendhar Tehsil have been received by the J&K State Commission for Backward Classes, upon examination of which the Commission can recommend inclusion of the eligible villages in the list of backward classes/ areas. Replying to the question by Mr. Javaid Rana she said that State Commission for Backward Classes has received the representation of villages, namely Sangoite, Nakamanzhori Lower Chhtral, Batadusrian and Bunola. Requisite information from the Deputy Commissioner concerned has been sought by the Commission as soon as the information is received, the cases of these villages shall be accorded consideration, she maintained She said that no representations have been received by the Commission from the Villages, Kollar, Nar, J Wali Gali Gani, Budhai, Sagara and Uchad. |
