JAMMU, Apr 4: Observing that Jammu and Kashmir Police, along with Army and other Security Forces, has rendered yeoman’s service for over two decades in dealing with the serious challenges of terrorism in the State, Mr. N. N. Vohra, Governor, today asked the J&K Police to make honesty, integrity, accountability, transparency, protection of human rights and service to people as its bench mark to come up as the model Police Force.
The Governor, as Chief Guest, was addressing at the Attestation-cum-Passing out Parade of the 94 directly recruited Deputy Superintendents of Police of 2012 Batch at the Sher-i-Kashmir Police Academy, Udhampur today.
Recalling the establishment, history and evolution of the J&K Police, the Governor said that it had made a humble beginning about 140 years ago and, over the period of time, as in other parts of the country, the manpower, infrastructure and logistics of the State Police also enlarged and grew in strength. He observed that the present strength of the State Police is about 1.10 lakh. He also referred to the unfortunate situation that unfolded in the State in 1990 and the sacrifices made by the Police, Army and other Security Forces to meet the serious problems which arose in the years past.
Emphasizing the need for re-orienting the Police to effectively meet the future challenges on varied fronts, the Governor stressed greater attention being devoted to the training of all ranks of the Force besides reinvigorating its various wings. He observed that this will keep the Police in better stead to serve the people as also to tackle law and order situations and bring the culprits to book. He observed that the Police is enforcer of law and protector of people, adding that the old, poor and neglected elements in the society deserve their special care.
The Governor observed that Passing out Parade is a very important occasion in the life of any training institution as it is the culmination of the very hard work put in by the trainees and the training staff. He added that it is a proud day for all those to get into the portals of the service which they have joined. He said that it is a happy augury that this is the largest batch of 94 Dy. SPs passing out from the Academy and their educational qualification profile is also very high. Referring to this batch, he said that out of 94 trainee officers only seven are lady officers and observed that their representation in the Force should progressively increase.
The Governor gave away prizes to the five best adjudged trainee officers. Mr. Neeraj Kumar received trophy and certificate for being All Round Best during the training, Mr. Junaid Hakeem and Mr. Pradeep Sen were awarded trophies and certificates for being best in In-door and Out-door training, respectively and Mr. Pradeep Sen, Parade Commander and Ms. Mohsina Sebtain, Second-in-Command of the Parade, received trophies.
The Governor was presented a memento as a memorabilia of his visit to the Academy on this important occasion.
Earlier, the Governor inspected the Parade and took salute at an impressive March Past by the passing out trainee officers. This was followed by Oath Ceremony.
The Governor also interacted with the trainee officers and their family members and wished them bright careers ahead.
Mr. Sajjad Ahmad Kitchloo, Minister of State for Home, speaking on the occasion, said that it is a historic occasion when 94 trainee officers are passing out from the Academy and joining the State Police. He impressed upon them to work with honesty and dedication and come upto the expectations of the people and the Police organization. He thanked the Governor for being the Chief Guest on this occasion.
In his welcome address, Mr. Farooq Khan, Director, Sher-i-Kashmir Police Academy, gave details of the various components of the training imparted to the passing out training officers.
Among those present on the occasion were Mr. Ashok Prasad, Director General of Police, senior Civil, Police and Security Forces officers, prominent citizens, family members of the passing out trainee officers and invited guests. |
