| Govt committed to empowerment of women: Dr Shehnaz | | | Early Times Report
RAJOURI, May 11 : MLC, Dr Shehnaz Ganai today said that the government was committed to economic and political empowerment of the women adding that they have already been given 33 percent reservation in local self governments, including Panchayati Institutions. She was speaking at an interactive session of Panches and Sarpanches of Block Sunderbani, Nowshera Kalokatote Dongi, Sunderbani of District Rajouri and later of Mendhar and Balakote of District Poonch with sectoral officers of 14 departments today.She said that today women have been given 33% reservation in halqa panchayat level and soon they will also get 33% reservation at block level Panchayti bodies, as the bill regarding the same has already been introduced in the Legislative Council by her during the recent budget session. There are various initiatives taken by the Govt for welfare of women like provision of Rs 30000/- for the marriage of BPL girls, constitution of the state mission authority for women with the mandate to work for improvement of the social and economic condition of the women. “Govt will soon come up with strong law for crime against women and one can see that Chief Minister Omar Abdullah is highly concerned about the women folk and their empowerment”, she asserted . She said that the was committed to give the powers to common man and establish a vibrant Panchayati Raj System in the state. She said that similarly Govt has given full powers to general public to question all government departments about their performance and functions. "A common man has been entrusted with the power to question the government on its every action or commission under the Right to Information Act and get answers to his quires", she said adding that by this initiative entire government has been brought under public scanner. By introducing the Public Service Guarantee act the Departments are supposed to provide the services to general public in a time bound manner which in itself is a big n initiative to ensure corruption free governance at grass root level, she added. She said time has come that the 3rd tier of Democracy i.e. the Panchayati Raj Institutions are strengthened more and more so that the devolution of power to the ground level is achieved in a true sense. She said that the people are the main source of power and in a democratic setup leadership lies in the hands of people and every decision has to be taken as per the aspirations of the people. She asked the officers, to develop a mindset of working in tandem with Panchayat members respecting their representative character and making them fully aware of their involvement and powers in the development process. Good quality services provided by a local authority that is transparent, accountable and responsive are legitimate citizen expectations. Local democracy is not a passing phase, but an essential component of the democratic fabric of our society, she said. A local authority that listens and caters to those in need shows that it cares about community and well-being. People want to live in areas that are secure, clean, diverse, with good educational opportunities, safe roads, adequate public transport, recreational areas for children, easy access to information, etc. "Panches and Sarpanches should not only stick to financial powers alone but exercise the powers they have been given to check the functioning of primary schools, anganwari centres, CAPD ration depots and other similar activities having direct impact on the life of people," she added. While referring to the Empowerment of Panchayats she said that these institutions have already been given the powers for monitoring of 14 departments and the need of the hour is that panches and sarpanches utilize these powers in full and help cultivate good governance at the grass roots. Rejecting the elements bent upon weakening the Panchayati Raj Institutions, she said that the nefarious designs of such elements will never succeed and the tempo of Panchayati Raj Institutions will gather momentum day by day.She stressed and asked Panchayat members to redouble their efforts in making the Panchayati Raj Institutions fruitful and significant for the benefit of the people. |
