Sham reviews PHE schemes in Budgam, directs engineers to expedite pace

BUDGAM: Minister for PHE, Irrigation & Flood Control, Mr. Sham Lal Sharma today said that Government was committed to provide safe drinking water to people of all three regions of the State, adding that this essential commodity is a fundamental right of every citizen and Government was making all out efforts to cover all segments with potable water.
Directing the engineers to work out a well-knit strategy to upgrade the existing infrastructure to augment the water supply to meet the growing needs of drinking water in Budgam district, the Minister laid stress on quality water and transparency in the functioning. He directed them to win the trust of the public by maintaining close liaison and addressing the drinking water problems of the people on priority. He directed the engineers to take the local MLAs and representatives of PRIs into confidence while framing new schemes so that real objective of these schemes is achieved in letter and spirit. The Minister was reviewing the progress of various on-going schemes of PHE, Irrigation & Flood Control in district Budgam at a meeting held here today. Local legislators, Mr. Javed Mustafa Mir, Aga Syed Ruhulla, Dr. Shafi Ahmed Wani, Mr. Ali Mohammad Dar, Deputy Commissioner, Budgam, Mr. Kursheed Ahmad, Chief Engineer, PHE, Mr. M.A. Lanker, Chief Engineer, Irrigation & Flood Control, Mr. Javed Jaffar and other officers of PHE, Irrigation & Flood Control were present in the meeting. The Minister took detailed review of overall water scenario of district and on-going schemes. He directed the engineers to speed up the pace and complete all projects within the stipulated time frame. He responded to the issues raised by the legislators regarding upgradation of existing PHE and irrigational infrastructure in the district and directed the engineers to take necessary steps to provide immediate succor to the people. He stressed the need for strictly following up the Advisory issued by the Administrative Department to improve the functioning of the department. He also directed for ensuring work culture at all level and providing best services to the people. To raise the water table and to conserve the rain water, the Minister directed the engineers to formulate proposal for construction of 10 check dams by each division at the earliest so that the funds are arranged. This will help in improving the irrigational facilities in the district.
The legislators projected the demands of their area and requested the Minister for expeditious completion of on-going schemes. They also pin-pointed some deficiencies in the functioning of the department and identified some areas of immediate attention, especially with regard to augment the drinking water scenario. They expressed their gratitude to the Minister for attending the problems of district on priority. Chief Engineers briefed the meeting about the functioning of the department and status of on-going schemes in the district. It was informed that there are 151 PHE schemes under execution with an estimated cost of Rs. 50.98 crore. Till date an amount of Rs. 27.23 crore has been incurred against the release of Rs. 31.22 crore thus achieving 87.22 percent targets. Besides, 250 schools have also been covered under safe drinking water in the district.
Regarding Irrigation & Flood Control, there are 116 major and minor schemes with an estimated cost of Rs. 114.03 crore under execution in the district. Out of these 13 have been completed during the previous fiscal with a cumulative expenditure of Rs.44.19 crore and others are at different stages of completion, the meeting was informed.
