| Evolve effective mechanism for effective implementation of schemes: Swarn Lata | | | JAMMU: Vice Chairperson J&K State Advisory Board for Welfare and Development of Schedule Castes, Mrs, Swarn Lata today reviewed the implementation of various state and centrally sponsored schemes meant for the welfare and upliftment the socio-economic condition of Schedule Castes here today at a meeting of senior officers of various departments. The meeting was attended by Director Area Planning, Mr. Shabir Ahmed Bhat, Director Social Welfare, Mr. M.H. Bhatti, Additional Secretary Education Department, R.A. Inqulabi, Deputy Secretary to Government, Housing and Urban Development Department, S. Gurmukh Singh, Deputy Secretary, GAD, Mr. Rajesh Kumar, Assistant Director (Planning), Social Welfare Department, Mr. Narinder Kumar and other senior officers of allied departments. Threadbare discussions were held on various issues, which mainly include implementation of reservation rules in ReT/ReZ, filling up of backlog vacancies of schedule castes and maintenance of roster register in social welfare department, enhancement and timely disbursement of pre-metric and post-metric scholarship to the schedule caste beneficiaries, benefit of reservation to 10+2 lecturers, reservation to SCs in SKUAST Jammu and Kashmir, free coaching to schedule caste students, allotment of residential plots to poor landless schedule castes, construction of schedule caste hostels in each district headquarters, enhancement of old age and widow pension, opening of Anganwadi centres in schedule caste dominated areas, construction of schedule caste Bhawan both in Jammu and Srinagar, difficulties in obtaining loans from J&K SC/ST Corporation and reduction of reservation in Post Graduate courses. Mrs. Swarn Lata stressed upon the officers to be prompt and work in close coordination for effective implementation of state and centrally sponsored schemes so that the benefits reach to the deserving schedule caste beneficiaries. She directed the Social Welfare and Education Department to ensure timely disbursement of pre-metric and post-metric scholarships besides old age and handicapped pensions. She asked the concerned officers to set a criteria regarding percentage for schedule caste students in government run schools for getting scholarship. She also asked the Social Welfare Department to frame a proposal envisaging that the schedule caste old age and widow pensioners get the financial assistance at par with schemes of the centre government. Vice Chairperson asked the Education department authorities to indentify the deserving Schedule caste beneficiaries for their engagement as teachers under Rehbar-e-Taleem pattern. She apprised that there are some specific village level schemes for ReTs and opening of Anganwadi centres in schedule caste dominated areas. She asked the officers to reach out to the people, particularly in rural and neglected far-off schedule caste dominated pockets. She called for holding awareness camps in such areas to educate people about the benefits of the schemes meant for their socio-economic development. The Vice Chairperson apprised that the board has strongly recommended for recruitment of SC backlog vacancies on fast track basis for the benefit of candidates belonging to Schedule Caste category.
