KATHUA, July 4: The District Development Board Kathua which met here today under the chairmanship of Minister for PHE, Irrigation and Flood Control Sham Lal Sharma approved Rs.107,70.15 lakhs District plan for the current financial year. The plan includes Rs.6401.03 lakhs as capital component Rs.4369.12 lakhs as the revenue component.
Minister of State (Independent charge) Cooperative, stationery and Printing & Election and MOS Planning, Finance, Information technology, Science and Technology, Industries and commerce and Higher Education Dr. Manohar Lal Sharma, Member Parliament Doda- Udhampur Parliamentary Constituency Ch. Lal Singh, Vice Chairman Schedule Caste Advisory Board Swarn Lata, Vice Chairman Gujjar Bakerwal Advisory Board Choudhary Bashir Ahmed Naaz, Vice Chairman OBC Mr. Kuldeep Raj Verma, MLA Kathua Charanjit Singh, MLA Basohli Jagdish Raj Sapolia, MLA Hiranagar Durga Dass, MLA Bani Lal Chand, MLC Sham Lal, MLC Subash Gupta, and heads of various departments and District officers were present in the meeting. Chairman while reviewing the performance of various departments directed the officers to ensure that the funds earmarked for different schemes are fully utilized. He said that it should be our endeavour to ensure that the benefit of these scheme reach the target populace. He said that they should also work in close coordination and synergy so that the bottlenecks if any can be removed and the schemes are implemented within the shortest possible time.
Chairman stressed on the conservation and preservation of water bodies so as to contain the falling water table and said that our main focus in this regard should be the preservation of ponds as water conservation holds the key for the development of any area. In this regard, he stressed for improvement of PHE and Irrigation facility in the Kathua District, particularly in Kandi, Hilly and water stressed areas, the Minister directed concerned Engineers to conceive WSS and irrigation projects in the district in consultation with Public representatives. He further directed the officers to fix targets as per the proposed outlay in the Annual Plan, so that the targets are achieved in full adding that area specific planning and implementation of schemes is vital for development.
He also took serious view in relation to the shortfalls in the achievement of the targets of Nirmal Bharat Abhiyan and said that these schemes should be executed efficiently to provide immediate benefit to the people.
District Development commissioner, Kathua Jitendra K Singh gave a detailed resume of the achievements of last year’s plan through power point presentation. He said that against the availability of Rs. 7732.30 lakhs; Rs. 7604.60 lakhs was spent there by registering 98.35% achievement in expenditure during the financial year 2012-2013.
Schemes such as Horticulture, Sheep Husbandry, Forest, Fisheries, Social Forestry, SGSY, MGNREGA, Irrigation, Power, Handicraft, District Industries Centre, Sericulture, PWD (R&B), Physical Education, Rural Sanitation, PHE, Self employment, Social Welfare, Registered 100% expenditure, whereas IAY registered 99.80 %, agriculture 99.68%, Animal Husbandry 97.45%, Minor Irrigation 98.53%, Handloom 95.78%, Education 96.52%, Health 93.45%, Urban Development 99.23%, SC/OBC 96.95%, ICDS 99.86% and Stationary and Supply expended 92.61% of allocated funds.
For this financial year 23 primary schools one High school has been kept for renovation and construction of boundary walls. In addition 78000 books for primary classes, 30 kitchens sheds for construction and 25 primary schools for up-gradation have been kept under SSA.
03 new PHC buildings would be taken up for construction this financial year.
15962 individual household latrines, 12 school toilets, 18 common sanitary complexes and 12 anganwari toilets would be taken under rural sanitation.
The Department of Employment, Social Welfare, Industries, Agriculture were also taken up in the discussion and the concerned authorities were directed to implement these schemes effectively. |
