Butchers selling mutton on rates at their own will

Srinagar, Oct 15 : Making mockery of the approved Government rates, meat retailers are flouting the Director CAPD circular with impunity selling the meat at their own rate which is putting commoners to great hardships.
CAPD department which is entrusted with the job vis -a-vis doing market checking, fixing rate list of essential commodities etc seems to have gone into deep slumber which can be gauged from the fact that butchers & shopkeepers are making merry selling commodities at their own whims and fancies.
Consumers are being fleeced by the mutton retailers & confectionary sellers but CAPD fails to keep check over defaulters. In view of the auspicious festivals of different religions some festivals ended and some are yet to come but CAPD is not using its vested powers & the common man have to suffer for no fault of him.
With Eid-ul Azha today, the mutton retailers who are already making fast buck & now ready for this Bakra Eid for which they are eagerly waiting since two months as quintals of meat being sold & people have to sacrifice goats/sheeps to celebrate this Eid with zeal.
According to circular of Director CAPD, the mutton rate is being fixed at Rs 280 kg but the same is being sold at Rs 320 kg throwing the rate list to dustbin and chicken fixed at Rs 110 kg.
"What is the purpose of fixing the rate when the same is not being followed by the mutton sellers, rather CAPD has adopted the half -hearted approach to implement the things on ground" said Arif one of the aggrieved consumer.
"To do anything in its right perspective a strong will & determination is required which is found lacking as far as officials of CAPD are concerned," said another consumer. Sources divulge there is a difference of Rs 70 to Rs 80 between Jammu & Kashmir for prices of meat, as rate in Kashmir is more as compared to that in Jammu. In Kashmir also, the mutton retailers are selling meat at Rs 340.
CAPD too has come under severe criticism for Kashmir division. Mutton retailers are of the view they get the costly animal from outside so are hell bent to sell the mutton at exorbitant price.
AD enforcement who has assigned the task of doing market checking beside tightening the noose of erring defaulters has failed in their assignment to put a check over the shopkeepers,
CAPD has not yet instituted a market checking drive as it seems it is hand in glove with them. Sources said there are instances where a verbal dual happened between butchers & consumers over the rate list and butchers go to the extent of saying "if you wish take it or leave it "as nobody questions them. It has been observed that these butchers themselves fix the rate of mutton with the Director CAPD but after they sell at their own will. This all is happening due to negligence on the part of CAPD department.
