Early Times Report

Jammu, Oct 15: Following reports on Lashkar-i-Toiba founder Hafiz Saeed, motivating youth in the border areas in Pakistan occupied Kashmir for infiltrating into Jammu and Kashmir there has been no progress in the plan of deescalating tension on the LOC and the IB. Official sources said that there has been no movement or progress of the decision that was hammered out during one-hour talk between Prime Minister Manmohan Singh and his counterpart,Nawaz Sharif, in New York last month. The two had decided that the border conflict and tension would be resolved through meetings between the two Directors General Military operations.
Sources indicated that the possibilities of the two DGMOs meeting in the immediate future were bleak because Pakistani Army and the extremists like Hafiz Saeed continued to escalate tension in Jammu and Kashmir.
The Army authorities in Jammu have said that "There are reports about Hafiz Saeed's presence in Muzaffarabad, where he meets terrorists. We have information that big terrorist leaders are continuously visiting various areas near the LoC and motivating militants to infiltrate into the Indian territory." They said that these extremists have responsible, alongwith the Pak troops were establishing launch pads on the border for facilitating militants' ingress.
They said that till date there was no proposal from Islamabad on DGMO level talks to ease rising tension. In fact the two DGMos have not met but talked on phone and the last occasion was in 1999.
According to senior Army functionaries, there would be no purpose if the two DGMOs meet because such meetings can prove productive if the Pak troops stop ceasefire violations. Instead of doing so, the Army officers say, the Pak troops have stepped up firing on the Indian border posts and villages.
Sources believed that atmosphere can be made conducive for talks only when Pak troops stop ceasefire violations. They supported the latest statement from the External Affairs Minister, Salman Khurshid, in which he had said that hostility along the LoC continued to be upsetting and added that India and Pakistan had not reached a stage to resume dialogue.
