| SIT files fresh status report, seven accused including absconding EO arrested | | Petition seeking monitoring of investigation of Doda Municipality Scam | | ET Report
Jammu, Nov 14 : In a petition filed by Dr. Rehmatullah Vice President Ruling National Conference Doda seeking investigation from primer investigating agency Vigilance Organization or Crime Branch over alleged misappropriation of Rs 94, 56, 493/- in Doda Municipality, the SIT constituted on the directions of the State High Court today filed a fresh status report. In the status report filed by the In-charge SIT (Ajaz Ahmed Zargar DySP Headquarters Doda) it has been came to fore that the officers of MC Doda engaged 26 non-existing persons as need base labourers from time to time and drawn an amount of Rs 1, 30, 790 as their wages in addition to 240 liters of diesel amounting to the Rs 9309 without issuing the same to the vehicles engaged by MC Doda.
The status report further submitted during the investigation seven accused were identified namely Sheikh Abdul Hafiz (Ex-Executive Officer MC Doda), Mohd Ashraf Zargar then Food Inspector and presently Executive Officer MC Doda, Abdul Rashid Dar then Sanitary Supervisor now retired, Showkat Ali then Accountant, Abdul Latief then Accountant, Zakir Ali Nigran and Sukesh Kumar Sanitary Inspector. It is further submitted in the status report that a consumption statement in respect of disinfectants/ tools and plants/ electric items was not provided to investigation team by the officers/ officials of MC Doda, however, residents of Doda Town whose statements revealed that the disinfectants have been used very occasionally and thus these officers have caused approximate loss of 140099 to the state exchequer by resorting to cheating/ criminal breach of trust/misappropriation of Govt property through corrupt and illegal practices using their official position, hence offences u/s 409/420/120-B RPC r/w section 5(2) (c) Prevention of Corruption Act stands proved against the aforesaid seven officers of MC Doda. During the investigation multiple notices were issued to the accused
officials to appear before the SIT and instead of attending investigation they proceeded on causal leave and unauthorized absence,however, during further course of investigation SIT arrested Sheikh Abdul Hafiz (Ex-Executive Officer MC Doda) arrested on November 5, 2013, Abdul Rashid Dar then Sanitary Supervisor now retired arrested on November 8, 2013, Showkat Ali then Accountant arrested on November 8, 2013, Abdul Latief then Accountant arrested on November 9, 2013, Zakir Ali Nigran arrested on November 9, 2013 and Sukesh Kumar Sanitary Inspector arrested on November 7, 2013.
With regard to present Executive Officer Mohd Ashraf Zargar, the status report stated that he is evading the arrest and has proceeded on leave till joining without sanction by any competent authority and court of Additional Sessions Judge Doda has issued non-bailable arrest warrants against him twice and the said official has not been traced and is still at large.
However, sources from Doda informed JNF today that Mohd Ashraf Zargar the alleged absconding Executive Officer MC Doda was arrested by SIT today. While concluding the status report the SIT has stated that after the arrest of the absconding accused the case will be sent for seeking accord of Sanction for prosecution of the in-service officials' u/s 6 of Prevention of corruption Act.(JNF) |
