JAMMU, Nov 14: Chief Minister Omar Abdullah's government would go down in the annals of the history as another dispensation which ordered probes, framed committees, got reports in some cases and did nothing.
Omar has been ordering probe after probe since the day he assumed office. One such probe was ordered by General Administration Department (GAD) against Minister of State for Cooperatives Dr. Manohar Lal Sharma. State Vigilance Commission (SVC) had been asked to initiate thorough probe into the reports of large-scale financial irregularities in the Jammu and Kashmir Cooperative Housing Corporation.
According to sources, commission is yet to take notice of the complaint and issue notice to the concerned Minister. They added that officials of SVO have not even taken any document or verified the accounts of the Corporation. This is despite directions of GAD in the past to the SVO to initiate probe in the matter and submit a report in a time-bound manner. The directions of GAD are yet to be complied with.
Sources attribute this delay to non-seriousness of government in taking complaints of corruption seriously. They further say that SVC should have by this time completed the probe and filed FIR against the accused in the Jammu and Kashmir Cooperative Housing Corporation (JKCHC) scam. Sources assert that there is strong evidence against the Minister and other officials.
It needs to be mentioned here that two persons namely Farooq Dar and Sunil Sharma filed a complaint against the Cooperatives Minister Manohar Lal Sharma and senior officers of his Ministry accusing them of being involved in embezzlement of crores of rupees and gross irregularities in the Jammu and Kashmir Cooperative Housing Corporation (JKCHC).
Taking cognizance of the complaint, the GAD in its letter No. GAD (Vig) 6-comp/2012 Dated 03-01-2012 to Commissioner Vigilance requested the Vigilance Department to conduct a detailed secret inquiry into the matter and share the outcome of the inquiry with this department. However, no report has been filed with GAD about this scam involving crores of rupees.
In their complaint, the duo alleged that an inquiry was conducted in respect of JK Cooperative Housing Corporation which revealed the alleged embezzlement worth Rs 5000 crores by the former and present Managing Directors of the Corporation. It alleged that the two MDs along with one Assistant Registrar Cooperatives Department have misappropriated crores of rupees but no action was taken against them courtesy the concerned Minister Manohar Lal Sharma.
