| 'Segregate funds meant for development of SCs, STs out of approved budget of state' | | | EARLY TIMES REPORT
Jammu, Nov 15 : On the occasion of 138th Birsa Jayanti celebrations, the National Coalition on Scheduled Castes Special Component Plan (SCSP) and Scheduled Tribes Plan (TSP Legislation), a conglomeration of several organizations of Scheduled Castes and Scheduled Tribes at National Level and J&K Chapter which are committed to realization and achievement of constitutional claims of above said communities under SCP to TSP staged a massive demonstration / dharna in front of Press Club Jammu here today in which large number of people belonging to these marginalized communities participated and urged the central / state government to segregate the funds meant for development of SCs and STs out of approved budget of state governments by the Central Government / Planning Commission of India in accordance with population of SCs and STs in the respective states of the country. Roop Lal Bharti, IFS (Former Member, Public Service Commission), President of National Coalition on SCP / TSP Legislation J&K Chapter while addressing the well attended gathering highlighted the importance of SCP to TSP said that the above said schemes were initiated in late seventies to augment the development of these marginalized communities at par with other communities. Bharti further urged the central / state government that SCP to TSP plans be made an integral part of five years annual plans and the funds allotted for development of these communities should be non-divertible / non-lapsable with a clear objective bridging socio-economic development gap of these communities by bringing a legislation on the pattern of Andhra Pradesh in the winter session of parliament to ensure the proper utilization of SCP to TSP funds. Bharti also apprised the gathering that only 30% funds allocated for the development of SCs and STs are utilized and remaining funds go un-utilized depriving these communities of their socio-economic and development rights. Shah Mohd Chowdhary Advocate, Member J&K State Advisory Board for the development of Gujjar and Bakerwal and President, J&K Gujjars United Front, while speaking on the occasion said that a separate authority at National / State level with powers to execute SCP to TSP Plan should be constituted to ensure planning of innovative schemes for SCs / STs women to prepare annual report of the executed schemes with key development indicators. Chowdhary further said that central / state level authority shall allocate SCP to TSP funds to various ministries / departments engaged in improving the lot of these communities and funds in proportionate to their population be set apart from approved annual outlay and the same be placed directly to nodal departments for execution of various projects. No allocation shall be allowed under SCP to TSP where schemes are general in nature. Chowdhary urged the state government to confer rights to the scheduled tribes of J&K under the Scheduled Tribes and Rights of other Traditional Forest Dwellers (Recognition of Forest Rights Act, 1996).
