| Probe bunglings in CEO, Pahari hostel, Rajouri NGOs | | | Early Times Report
Rajouri, Dec 22: Several social activists and Non Governmental Organizations (NGOs) have demanded a detailed probe/investigation in the alleged misappropriation of government funds in shape of pensions, scholarships, financial transactions, mid-day meal schemes etc in the offices of Social Welfare department, Chief Education Officer and Warden Pahari hostel at Rajouri. These NGOs have warned large scale protests against these offices if their allegations were not verified/investigated by the state government at the earliest. Members of Social Justice have demanded an inquiry into the financial transactions of the office of Chief Education Officer (CEO) and Warden of the Pahari hostel alleging large scale embezzlement of welfare funds committed by the concerned officials of these offices. Nazir Hussain a RTI activist from Rajouri has also approached the Chief Minister’s Grievance Cell and demanded inquiry in the alleged misappropriation of welfare funds worth crores. Grievance Cell J&K government on December 19 has forwarded the complaint No 45211 dt 18/12/13 of Nazir Hussain to Social Welfare department with a direction to dispose off the complaint at an earliest. S K.Mughal and RS Mehta, chairman and secretary Social Justice have demanded the government to seize all the relevant records from the offices of the Social Welfare, CEO and Warden Pahari and also conduct physical verification of the stores and checking of purchase and distribution registers for Sarav Shiksha Abhiyan (SSA) and RMSA. They alleged that there was large scale bungling in the purchase and distribution of items like electronic items, desks, chairs, mid-day meal, scholarships etc. These leaders have appealed to the Chief Minister to initiate inquiry against the outgoing Warden of Pahari hostel and officials engaged in the office of CEO and who were involved in such scams. They also demanded departmental action and inquiry against those officials who were relieved from their duties few months ago but still operating the financial transactions in the office of CEO. Shahbaz Khan and other RTI activists have also alleged that some Politicians/Ministers are in a process to defend these tainted officials in the offices of CEO, Pahari hostel and Social Welfare department. "Chief Minister must take notice of such irregularities, mismanagement and misappropriation of the welfare/government funds by the corrupt officials as he had promised to give corruption free environment," said Shahbaz Khan. SK Mughal have alleged that mid-day scheme in district Rajouri is helping the corrupt officials and is not in favour of poor students. Mid-day meal was not served in far-flung areas for days together but the concerned officials are regularly withdrawing the money and that too after showing full attendances of the students in the schools. He added that no mid-day meal is served in the schools situated in far flung areas and concerned officials misusing the funds for their personnel benefits. On November 30 headmaster of high school Panjgrain visited a primary school at Tandyala in Manjakot education zone. In his report to Chief Education Officer forwarded on December 2, he informed the CEO that out of 24 enrolled students only 4 were present and according to cook he had served mid-day meal to 15 students. Headmaster in his report further added that after physical verification by him he found that mid-day meal was not cooked in this office atleast for the last more than 15 days. In nexus with some concerned officials in the CEO office the mid-day meal in-charges (especially in Khawas, Kandi, Budhal and Manjakot education zones) deliberately delaying the payments of the mid-day meal and when the amount runs in lakhs they deposit the amount in their personal accounts-the payment for the ration which they never served to the students for mid-day meals, alleged SK Mughal and other RTI activists. |
