Bijay Charak JAMMU, Jan 20: Showing utter disregard to Supreme Court guidelines, directing police to lodge First Information Report (FIR) on all complaints, a police post in-charge has refused to lodge FIR, against two written complaints lodged by a complainant of village Bhara of Bhaderwah. Shiv Chand (80), a retired BSF personnel, resident of Bhara village of Khellar Bhaderwah, informed Early Times that on January 10 night, his house was gutted in mysterious fire. "In the morning of January, 10, Jewan Lal (a retired master) had also damaged the protection wall of my house and my son (Jagdev Singh) had gone to lodge a complaint with Additional Superintendent of Police Bhaderwah. The ASP had forwarded the complaint to in-charge Police Post Bhalla", he said. Incharge Police Post Bhalla, Kashmir Singh confirmed that Jagdev Singh son of Shiv Chand had filed a written complaint on January 10 against damage to protection wall and on January 17 against fire incident. "We have received the complaints but so far have not lodge any FIR in the case", he said, oblivious of the SC guidelines which manke it mandatory for the police to register FIR on all complaints. While denying the allegations leveled by Shiv Chand, Jeevan Lal said that he was not involved in damaging of protection wall of Shiv Chand and was not involved in gutting of his house. "My house is just few feet from the house of Shiv Chand. There is every possibility that my own house can easily caught fire, if fire will reach the third floor of Shiv Chand House", he said, adding that even on the day of fire incident, his family members had raised the alarm and had also doused the flames. He further said that even the paraphernalia used in the dousing of fire including vessels, water was also taken from his house. "There was a scuffle between families which was sorted out and also in the meeting of Panchayat members, I had not agreed to pay the compensation of Rs. 40,000 but had sought time from the Panchayat to think over the decision", he said. |
