Avinash Azad JAMMU, Jan 20: The order issued by State Government, directing Vigilance Commissioner to initiate an inquiry into infamous multi-crore and illegal appointment scams at State Cooperatives Department, has been biting as after the lapse of more than two years, the SVO is yet to submit report. Documents in the possession of Early Times, reveal that on January 23, 2012 the State Government had asked Commissioner of Vigilance J&K, Jammu to inquire into complaints against Dr Manohar Lal Sharma MoS Cooperatives, Abdul Hamid Wani, Commissioner Secretary and Mohd Abbas Registrar Cooperative department. "I am directed to forward herewith a copy of communication number GS-PS (G) 2011/503 dated September 1, 2011 along with its enclosed complaint received from the Governor's Secretariat regarding the above noted subject and request you to kindly conduct a detailed secret inquiry into the matter and share the outcome of the inquiry with this department", Additional Secretary to Government, General Administration Department had written to Commissioner Vigilance on January 1, 2012. Well placed sources in GAD informed Early Times that owing to political and administrative influence the SVC could not proceed against the above mentioned persons. "Abass Dar, had also been indicted by the high level committee of three IAS officers in making 3000 back door and illegal appointments in Urban Local Bodies Kashmir", the sources said, adding that unfortunately the State Government was sitting on the report furnished by the said high level committee. Terming Abass Dar worst than Peer Mushtaq, Ex Chairman BOPEE, the sources said that Dar has been seeking extension, he is being retired from his services on January 31, 2014. The Jammu and Kashmir State Accountability Commission (SAC) which had initiated an enquiry against Cooperatives Minister following allegations of embezzlement of crores of rupees and illegal appointments in the department on May 12, 2012. SAC has directed State Vigilance Organization, which was also probing the case, to inform it about the present status of the investigation. Chief Vigilance Commissioner (CVC) Kuldeep Khoda did not respond to repeated calls. |
