| Induct ex-SSP into IPS in 10 days, HC directs UPSC | | | Early Times Report Srinagar, Mar 26: Jammu and Kashmir High Court has asked Union Public Service Commission (UPSC) to take within ten days decision on the induction in Indian Police Service of former SSP Srinagar Ashiq Bukhari. "Failure to comply with the direction passed on 14.02.14 read with the direction passed today shall be at the risk and responsibility of respondent no.6 (UPSC) and in case withholding of benefits is established as unnecessarily, respondent no.6 shall be burdened with heavy costs," a single bench of the court comprising Justice Ali Mohammad Magrey said after hearing a petition filed by the former SSP. "In case respondent no.6 fails to comply with the directions, then Secretary of the Commission shall remain present in person on next date of hearing," the court said. The court while considering the matter on 14.02.2014 had made reference to the entitlement of the claim by Bukhari and had directed state government to forward his case for induction into Indian IPS for the year 2010 to the Selection Committee constituted under Regulation (3) of Indian Police Service (IPS) (Appointment by Promotion) Regulations, 1955 so as to enable the Committee to take decision in the matter in accordance with the Rules, before his retires on superannuation. The state respondents have in terms of communication (no. Home/Gaz/Misc/2014 dated 26.02.2014) recommended Bukhari's case along with other three incumbents for consideration of their case for induction in IPS with allotment year 2010 and the recommendation has been made in light of the directions passed by the Court as also on registering the fact that Bukhari had to retire on superannuation on 28 February 2014.
