Director H&FW laments over lack of consensus between health, social welfare departments

SRINAGAR, June 28: Director Health & Family Welfare, Dr. Baldev Raj Sharma today impressed upon the need for complete coordination between the health department and social welfare department so that the schemes aimed at providing nutrition to children are taken to logical conclusion.
Speaking at a consultation programme here, Dr. Sharma said that health and social welfare departments have been found at loggerheads while implementing schemes for children and women. He said both the departments should work in close liaison with each other so that the benefits of different schemes trickle down to the grassroots level.The state level consultation programme on rights and entitlements of children was co-organized by Indo Global Social Service Society (IGSSS) and Welt Hunger Hilfe (WHHH). The special focus of the consultation programme was on Integrated Child Development Scheme in Kashmir.
"There was complete discord between the health and social welfare departments when the ICDS was introduced in the state. Later on both the departments worked in close coordination and this resulted in successful implementation of the scheme. However, the bonhomie did not last long and the situation is back to square one," said Dr. Sharma.
Tracing the concept of Anganwadi centres in the country, Director Health & Family Welfare said that under the programme it was envisaged that a girl of a village would set up an Anganwadi Centre in the compound of her village. He said the centre would function from the house with nutrition items being provided to the children and also to the expectant mothers.
"If we go by the aim and purpose of the Anganwadi centre the government is not bound to construct buildings for such centres. The Anganwadi centre has to function from the house of the Anganwadi worker and as such it is not necessary to construct buildings for Anganwadi centres. The Anganwadi worker along with the ASHA workers should discharge their duties diligently," said Dr. Sharma.
Dr. Sharma said that both Anganwadi and ASHA workers should have complete information about the expectant mothers in their respective villages. He said that they should also have complete information about the nutritional and health demands of the children living in a particular village. He added that Anganwadi and ASHA workers are representatives of a particular village and they should portray demands before the government. "The health needs of the people living in the villages would be fulfilled since a new programme under the title of Rashtriya Bal Swasthi Karayakram (RBSK) has been launched across the country. The government should receive feedback from the NGOs and social organizations so that the performance is improved," said Director Health & Family Welfare.
Programme Manager, IGSSS, Yasir Qureshi presented the key note address during the programme and gave an overview of the functioning of the society in the Kashmir valley. He referred to the work carried out by IGSSS in the Baramulla and Bandipora districts and also some pockets of Srinagar district.
