Taj, Lone show up in Civil Secretariat | Violate MCC by doing file work | |
Early Times Report JAMMU, Dec 16: Even though the guidelines of Election Commission of India highlight that during the government formation process, the current government remains in office, as it is still the lawful executive authority, nonetheless the governments have, constrained their actions until the political situation is resolved, in accordance with what is known as the "convention on caretaker government." Civil Secretariat employees Tuesday were surprised to see Minister for Health and Medical Education Taj Mohi-ud-Din and Higher Education Minister, M Akbar Lone arriving in their offices for the first time since the commencement of election process in the state in November. Though there was nothing wrong in their attending the office, however, it was perhaps for the first time that ministers took to their offices after the elections were held but results are awaited. The ECI guidelines clearly suggest that the actions that a caretaker government can take will depend on the unofficial results on election night: If it is clear who will form the next government, but it has not yet taken office, the existing government should undertake no new policy initiatives, and should act on the advice of the incoming government on any matter of importance that cannot be delayed. If it is not clear who will form the next government, the normal business of government continues. Any significant matters requiring decisions should be deferred, or handled using short-term solutions. However, according to some senior bureaucrats, it was unethical on part of the ministers to do file work when the results are yet to be announced and when it was clear that the government in office was facing a strong anti-incumbency factor in the state. Sources told Early Times that during their stay in the offices Taj and Lone saw a number of files and even wrote notes on some files. Sources in the civil secretariat said that the duo spent more than hour in their respective offices and even did some file work. Several senior officials questioned this act of ministers of the caretaker government saying that the ministers should have not done so. "It was unethical on part of the two ministers to do file work when the MCC was still in force and the results were yet to come" said a senior officer wishing anonymity. |
