Acid Attack: HC directs probe by SP, monitoring by IGP | | | Early Times Report
Srinagar, Dec 16: The state high court today ordered Inspector General of Police (IGP) to monitor investigation into the recent acid attack on a law student at Nowshera, Srinagar. Hearing a Public Interest Litigation filed by Kashmir Bar Association, a high court division bench of Justice Muzaffar Hussain Attar and Bansi Lal Bhat also directed Director General of J&K police to hand over the investigation of the case registered in connection with the attack on last Thursday to an officer of SP rank. "IGP of Kashmir Zone will monitor the investigation and file compliance report," the bench said and posted the PIL for further consideration on December 22. On December 11, 21-year-old law student was injured in an acid attack by unidentified car-borne youth outside her college in Nowshehra area of East City. The unidentified assailants sprinkled acid on her face from a white Maruti 800. The vehicle had no number plate but 'MANSA' sticker was pasted on its rear windscreen. "The women folk, otherwise neglected part of society, require immediate respite from inhumane treatment to which they are subjected to by some beasts roaming in the society," the bench said. It also directed government to implement all the directions issued by the Supreme Court in the case titled Laxmi V/s Union of India and others.Besides issuing guidelines regarding over-the-counter sale of acid, the apex court has also directed state to pay Rs 3 lakh to victim-one lakh within 15 days of incident and the remaining two lakhs within two months. Regarding the sale of acid, the apex court that directed all dealers should sell it only after the buyer showed a government-issued photo identity card and specifies the purpose of purchase. The seller should submit the details of sale to the local police within three days of the transaction; no acid should be sold to any person under 18 years of age and all stocks must be declared with the local sub-divisional magistrate (SDM) in 15 days. Undeclared stocks could be confiscated and the defaulter fined up to Rs.50, 000. In addition, all educational institutions shall maintain a register of usage of acid and file the same with the local police and the SDM concerned. Further, the institutions should make a person accountable for possession and safe keeping of acid and there should be compulsory checking of students/personnel leaving the laboratories where acid is used. |
