Two years on, upgraded Sub District Hospital Bishnah still incomplete | | | Nitesh Sangral

Jammu, Dec 16: After lapse of nearly two years since Rs. 16 Crores were sanctioned for up gradation of sub-district hospital Bishnah, the health care unit remains incomplete. The first deadline for upgradation work has expired and it seems that administration would once again fail to complete the works in stipulated time and second deadline is to expire in December 2014. Sources informed Early Times that the work on the up gradation of the sub-district hospital Bishnah was started in 2012 but it couldn't meet the deadline due to administrative red-tapism and slow pace of construction work. "It would take many more months to complete the building for the hospital", they said, adding that presently, the hospital has been catering nearly 6000 people in its Out Patients Department (OPD) every month besides around 2000 indoor patients, according to the date made avaialble by hospital authorities. Sources further said that the decision to upgrade the hospital was takne keeping the view of increasing mortality rate of infants. "The then Union Health Minister Ghulam Nabi Azad had started construction of 50 beds hospital and had also provided Rs 16.5 Crore for the project", he said. Sources said that the proposal-to provide additional accommodation for indoor and outpatient departments at the hospital-has been pending execution for the past over two years. The additional facilities were proposed to be created to deal with the ever-increasing rush of patients. They informed that the project had missed a deadline so far owing to lackadaisical approach of the administration of Jammu and Kashmir Health Department. Besides, the shortage of medical staff and space in the hospital has been adding to the woes of residents. A resident Rajan said a patient doesn't get even basic healthcare facilities and in the absence of such facilities people of Bishnah face a lot of difficulties. People have to go private clinic or hospitals, even to get a normal medical test. "The worst practices for the poor, who cannot afford private hospitals, "he maintained. When contacted Chief Medical Officer (CMO) Jammu Dr.Robinder Khajuria said, "The work on a new building is almost complete and we are expecting the new hospital block would be ready in the next three or four months. And the building will functional as soon as possible," he said. |
