Let all regions are represented in new cabinet | | | Now that the stage is being set for a coalition Government in Jammu and Kahsmir where the just ended Assembly election threw up a hung House the party that forms the Government needs to realize the importance of the poll verdict. While the Kashmir valley has given the mandate in favour of the PDP,which has won 25 out of 28 seats from the valley,the region of Jammu has voted in favour of the BJP,which had won 25 seats from this region,and in Ladakh three seats have gone in favour of the Congress and one has been bagged by an independent candidate. This way whosoever occupies the chief Minister's chair has to accommodate legislators from all the three regions and various sub regions of the state. Already there has been a prolonged clamour in the region of Jammu where people complain of regional discrimination. Hence the new Chief Minister has to ensure that devolution of political and financial powers were distributed equally among the three regions depending on the size of the population and area. Since the time olf Sheikh Abdullah's term between 1977 and 1982 he had implemented one of the recommendations of the Gajendragadkar commission's recommendations by appointing a senior leader as the Deputy Chief Minister but he had deviated from the basic recommendations because he had appointed Mirza Afzal Beg as the Deputy Chief Minister when the Gajendragadkar commission had recommended that a legislator from the Jammu region be appointed as Deputy Chief Minister. However,the practices of giving Deputy Chief Minister's post to a Jammuite in case the Chief Minister was from the Kashmir valley has been followed since the time Dr Farooq Abdullah was installed the chief Minister. Dr Farooq had appointed D.D.Thakur as the Deputy Chief Minister.When Mufti Sayeed led the coalition Government he had appoingted senior Congress leader,Mangat Ram Sharma,who belongs to Jammu,as the Deputy Chief Minister. And when Ghulam Nabi Azad was installed as Chief Minister he had appointed Muzaffar Hussain Beig as the Depuity Chief Minister. And during the time Omar Abdullah led the coalition Government he had appointed Tara Chand as the Deputy Chief Minister. Hence the man who heads the Government now has to follow the practices by appointing a man from Jammu as the Deputy Chief Minister. In case Mufti Mohd.Sayeed agrees to head the Government he has shown his interest in accommodating legislators from all the three regions and some subregions in the council of ministers he had headed between 2002 and 2005. Not only this he had given representation to Pandits,Shias and to other sects in his council of ministers. This time also he should try to accommodate people belonging to various ethnic groups,especially those who are from the communitiesof Sikhs, Pandits, Buddhists, Shias. He may have some difficulty in finding suitable persons from the Sikh and Pandit communities because none has been elected to the Assembly. In 2002 Raman Mattoo,a Kashmiri Pandit,had won from the Habba Kadal constituency which had facilitated the Mufti to accommodate him in the council of ministers despite the fact that Mattoo had been an indepedndent candidate. It durin g the Mufti's time that he had inducted a senior Panthers Party leader,Harsh Dev Singh, in the cabinet as Education Minister. There is no Pandit leader in the Legislative Council barring Vijay Bakaya who belongs to the National Conference. Mufti Sayeed is supposed to undo the wrong committed by Omar Abdullah who had not inducted any Pandit and Sikh candidate in the council of ministers he had headed for six years.And whosoever forms the Government he or she should lay emphasis on vikas (development) instead of raking up extraneous and controversial issues. The new Government will have no problem if it adopts passive silence on Article 370 or AFSPA or self-rule in case it is able to resolve the problem of unemployment in the state and tackle the menace of terror. |
